I refused to put through a trade where one owner offered to pay the buy-in fee of the other guy as part of the trade. We don’t have any extra rules besides what NFL.com has. The owner wasn’t pleased but didn’t put up a fight. I want a rule next year that would disallow using money in trades. Would this be something I would put up for vote or just apply myself?

You should apply the rule, no league vote needed. What if they actually vote for the ability to use cash? Then you’re stuck. You already know what you want as a rule, so make plans to apply it next year.
Make sure to put new additional rules in writing. Make sure that every member gets a copy of the rules, and that they are titled as such. “CC” the message so everyone can see that the whole league received them. You want to prevent folks from making excuses and saying that nothing was ever sent to them.
I have someone playing in our league for the first time, and they made a move that I’m not sure they should have. They dropped Andrew Luck and picked up Josh McCown. Part of me wants to tell him that they shouldn’t have done that, Luck is a better QB, and give them the chance to pick him back up. But maybe I shouldn’t do anything?
You shouldn’t do anything. As long as the owner isn’t doing something to jeopardize the league, or colluding with another player in a trade, then there’s no reason for you to step in and get involved. Let people run their team the way they want.
Your differing opinion about a particular player shouldn’t be used to overturn a trade, or reverse a waiver move just because you wouldn’t make the same move. Your perceived value of Andrew Luck has nothing to do with how another owner values Andrew Luck or any other player.
Luck is injured and not playing. McCown is actually playing and going to face a weak Baltimore secondary in Week 12. Those facts mean different things to different people for a number of reasons. Only he knows why he dropped Luck, and not another player, to pick up McCown.
Unless he contacted you right after the transaction, stating that he made a mistake somehow, you have to accept that he made the move that he wanted.
