According to ESPN's Tony Grossi, Josh McCown will likely be "unchallenged" as the Browns' starting quarterback. (ESPN Cleveland)

This is all because the Browns are simply looking for their quarterback to manage the offense and not turnover the ball. Johnny Manziel takes far more risks than the Browns would like and also failed miserably at quarterbacking the offense during the first week of OTAs. He looked lost, and that widens the gap between him and McCown that much more.
