We know what Peyton can do with these weapons in Denver. They lost Decker, but added Sanders and Lattimer and he still has Thomas, Welker and Thomas again.
It's difficult for Newton to be a bad fantasy quarterback, even without a ton of receiving options, because of his ability to run. He makes for a safe pick after the top three options this season.

Jon Collins
Fantasy Sports LR

I'm as troubled by his lack of weapons as anyone, but Newton's work as a rusher gives a very high weekly floor. If the o-line holds, its possible that the current receiving corps is as productive as a Smith/Ginn/LaFell trio anyhow.

Kevin Roberts
Breaking Football
Manning won't go breaking records again in 2014, but that's not to say he can't come close.
The "downgrade" in Newton's supporting cast is insanely overhyped. He's still a top-5 threat.

Derek Lofland
Fantasy Football Maniax
Manning is still an elite fantasy quarterback, but here is the stat that concerns me the most about Manning duplicating his 2013 season. Of the 16 games he played in 2013, nine of them were against teams that finished 25th or lower in pass defense and only 2 were against Top 10 pass defenses, the Houston Texans & NY Giants. This year they play the tough NFC West instead of the NFC East and the AFC East instead of the AFC South. Plus their division is tougher this year. Much tougher games and Manning is now 38 years old; he should not come close to duplicating his 2013 season.
Newton was the third ranked fantasy quarterback in 2013, despite not having any dominant skill position players to help his numbers. The only saving grace for Newton is the Panthers added WR Kelvin Benjamin in the draft and he has been as good as advertised in training camp. If Benjamin can produce and stay healthy, the Panthers may have enough weapons to move the ball through the air.

James Hatfield
Hatty Waiver Wire Guru
Setting the record for TD in a season means he is the #1 QB in 2014. He won't repeat that many TD's but he will still be extremely solid.
Cam is a solid QB, but from Fantasy perspectives he is not quite top 5.

Sablich Brothers
The NY Times
A regression from his record-setting 2013 is inevitable, but the floor will still be top 3.
Back and ankle injuries could lead to less rushing attempts. O-line is shaky at best.

Tom Schriner
FFLockerRoom
Manning is the consensus #1 because of the talent around him, his consistency from year-to-year and he leads the pool in FFLockerRoom's True Proficiency Game Average. http://fflockerroom.com/2014/07/25/2014-fantasy-football-draft-preparation-quarterback-proficiency/
***Newton has suffered a hairline fracture to the ribs and is questionable for Week 1 of the NFL season.***If I were needing to pick a quarterback to start up an actual NFL franchise, Newton would be a top-5 choice of mine, possibly even top-3. Unfortunately this is not the NFL, this is fantasy football. His overall offensive statistics have gone down each and every year since he has been a rookie, but you can't blame it only on injuries; the surrounding offensive cast is sub-par. Once again there has been a major turnover with the receiving group and to make matters worse, this new group actually is inferior to last years laughing stock of a squad. If he were on the Detroit Lions Newton would be a sure-fire top-5 pick. On the Panthers he is where he is, a QB2 with the potential for a very nice week from time-to-time.

Legion Report
“Maybe I can’t throw the 100 MPH fastball anymore, but I can still strike you out, picking my spots, working the plate,” Manning said. “I don’t make the same kind of throws I used to make, I try to use the cerebral part and use my experience.” Manning erupted in 2013 with a record breaking season for 55 TDs, 5477 Passing Yards and 450 Completions on 659 Passing Attempts. Denver led the NFL last season with 72.1 plays per game. After losing Eric Decker to the New York Jets, the Broncos swiped Emmanuel Sanders and will add him to a core of options such as: Demaryius Thomas, Wes Welker and Julius Thomas. The Denver Bronco’s had one of the easiest schedules in the NFL last season which resulted in great success. This year they’re rated as having the 2nd hardest schedule in the NFL, which is a factor in 38 year old Peyton Mannings #2 rank, even with their Top 5 Offensive Line.
The Carolina Panthers have one of the worst, if not worst, Offensive Lines in the NFL this season. Coupled with this, the Panthers have a completely new WR Corps in Rookie WR1 Kelvin Benjamin, Free Agent WR2 Jerricho Cotchery and Free Agent WR3 Tiquan Underwood. To top things off, Newton has had very little work with his brand new WR’s due to recovery from ankle surgery. The ankle surgery was to tighten the ligaments in his foot that has been an issue since his days at Auburn, which is very concerning for the 2014 season.

Pat Fitzmaurice
The Football Girl
Freak season at age 37 makes it hard to triangulate his overall fantasy value.
His subpar WR corps is less of a concern than his deteriorating O-line.

Jeff Boggis
Fantasy Football Empire
Career high with 659 passing attempts and 55 TDs. Manning had not broken 40 TDs since 2004. Manning will be the first QB drafted this season, but I don't see how he can put up the great numbers that he did last season. He is a great QB, but not worth a 2nd round pick. In 2004, Manning threw for 49 TDs in 2004, but only 28 TDs in 2005, so there is precedence for regression.
On my 2014 all bust team.

The rib injury could cut back on him running the ball at the goal line.

Smitty
Fantasy Football Starters
The "you can't draft a QB in the first round" is no longer true. You can dominate with Manning if you land your sleepers and 2nd-5th rounders.

Brandon Funston
Yahoo! Sports
Didn't open '14 w/ 7 TDs this time (only 3), and 2nd half vs. Indy was shaky, but mostly a business as usual performance in W1
Offseason ankle surgery, cracked ribs and no-name cast of WRs have his stock plummeting, and I'd be more than happy to take advantage of the discount

It will be incredibly difficult for Peyton and the Broncos to reproduce their 2013 season. While his numbers should still be eye-popping don't expect the nearly 5500 passing yards and 55 TD's again this year
