The new offensive coordinator will hurt Cameron's upside, but he is still a huge target for the Browns.
His ability to find the end-zone allow him to remain elite among TEs.

Cameron had 80 receptions for 917 yards and seven touchdowns with horrible quarterback play. He may not have any receiver help from WR Josh Gordon, who is facing a one-year suspension. Taking him out of the passing game will be a lot easier without Gordon on the field.
I am a little worried about Witten's age, as he turns 32 years old this year and did not have his normal big season with 73 receptions for 851 yards. He did tally eight touchdowns though and 32 is not too old for a tight end to maintain good fantasy value. He's probably 2-3 seasons from declining, but it is something to monitor.

The loss of both Norv Turner and Chudzinski is a killer for Jordan Cameron as their offense led the NFL with 681 pass attempts last season. With Miles Austin set to become the WR1 in Cleveland, Jordan Cameron is by far the best receiving option in a weak Josh Gordonless Offense. Weíre expecting Cameronís 917 yard/7 TD 2013 performance to be even better in 2014, even in their Run Heavy Offense. Cameron ends the guaranteed weekly fantasy production tier for Tight Ends.
You know what youíre getting when you draft Jason Witten. With Scott Linehan in Dallas, theyíre incorporating a pass heavy scheme. The Cowboys Defense keeps getting worse as the season nears, so you can expect Dallas to remain in a lot of shootouts this season. The 32 year old isnít the sexy pick he used to be, but heís still got a little left in his tank.

Cameron showed last season that he could be a top tight end. We are still waiting to hear about Josh Gordon's fate, but if he does miss time Cameron is easily their best receiver.
Witten is still Romo's safety blanket and this season the Cowboys are going to need to pass a ton to keep up with teams scoring all over their decimated defense.

Jordan Cameron should be the Browns top target after Josh Gordonís impending suspension has similarly left the Browns wideout corps a decrepit mess.
Jason Witten will remain an every-down player and should be a solid TE1 option though he will have more upside in PPR formats.

Jordan Cameron broke onto the scene last season despite the sub-par quarterback play in Cleveland. He had 917 yards (second best among tight ends) and seven scores. There is still room for improvement as the quarterback situation will improve in 2014 and he will be the only major receiving threat for the Browns after losing Josh Gordon (he's going to get major targets throughout the game).
Witten is one of the consistent options at the tight end position. He usually gets you a top 10 yardage total and touchdown total. He has had over 1,000 yards in four of his ten seasons and has a great connection with quarterback Tony Romo. Witten is getting up there in age, but that is no reason to pass on him in your fantasy drafts.
