While I really don't see Foles putting in the type of Touchdown : Interception numbers that he did last year (an almost impossible feat), Chip Kelly has said that he wants to utilize the playbook much more than the Eagles did in 2013. Considering Foles late-season grasp of the offense in which he went for 8 multi-touchdown games in his last 9 while totaling 23 overall down that stretch, you have to love his potential. And the fact that their offense is more balanced and much improved over last season, Foles should be able to produce outstanding numbers. Each and every year Cutler finishes as a dissapointment to fantasy football owners who had drafted him telling themselves that "this is the year." Well, this year may actually be the year! What does that mean? Who really knows, but with a great receiving tandem in Brandon Marshall and Alshon Jeffery to go along with Matt Forte gives Cutler three great passing targets to help get him to the next level. The veteran only has a few years left in his prime making this a year that if he doesn't do it now, he probably will never do it. Cutler must remain healthy and it irks me spending a QB1 quality draft pick on the guy, but with the quarterback position thinning out this season there isn't much else to choose at this point who have better upsides. Just make sure that you handcuff Cutler with another solid quarterback just in case he implodes. The Chicago gunslinger did have 6 20+ fantasy point games in 11 contests in 2013 so if he can carry his momentum over, then he could become one of the better fantasy bargains in 2014.

He’s got too good of weapons, too good of an Offensive Line and too good of a coach to have a sophomore slump. Philly went out and acquired Sproles and Matthews with the departure of DeSean Jackson. Jeremy Maclin has participated in every minicamp and OTA and looks to be fully healed from his ACL injury – if he remains healthy for 16 games, he’ll be a Top 25 WR. Riley Cooper found a way to get 835 Receiving Yards last year with the help of DeSeasn Jackson drawing extra coverage. Jordan Matthews, who’s been nothing less than stellar so far, will take over the WR2 sooner rather than later. Foles averaged 11.7 passes per TD (Peyton averaged 11.9 passes per TD) last season while throwing the ball a NFL 27th ranked 315 times for 27 TDs and 2 INTs.
The concern here with Cutler is that he’s missed 11 total games in the past 3 seasons. Last season Cutler threw 19 TD’s in 10 games in a Marc Trestman genius offense. Cutler is surrounded by exceptional talent in WR1 Brandon Marshall, WR2 Alshon Jeffery, RB Matt Forte and TE Martellus Bennett (A.K.A. The Black Unicorn) that offers Top Fantasy QB potential. The Bears released WR3 Earl Bennett in hopes that their former redshirt rookie WR Marquess Wilson will take over. Wilson was drafted in the 7th round, but is known for round 1 talent. The concern was his strength and he quit his college football team, a reason he was drafted so late. Wilson takes over as the WR3 spot in Chicago, although one shouldn’t expect a huge year, he’s a great 5th Option for Cutler. By the way, Cutler has a juicy Fantasy Playoff Schedule playing at home against DAL, NO and DET. If Cutler can remain healthy for a whole season (something he hasn’t done since 2009) he’ll be a sure fire Top 1o Fantasy QB. The question is, can he?

Foles is a tough call to make this season. His numbers last year were amazing, but his TD to turnover ratio will be impossible to repeat. DeSean Jackson is gone, but Jeremy Maclin is back and Zach Ertz should take a step forward. Add to that Kelly's offense and tactics to keep defenses off balance should keep Foles from regressing too badly.
Cutler continues moping up my draft board. He's looked good in preseason, Alshon Jeffery is in his third year, Brandon Marshall is looking as good as ever, Matt Forte is going to catch a ton of passes and give Cutler passing yards as he runs with the ball and Marc Trestman is a genius.

This is going to be a bit high for most, but the guy was on pace for roughly 40TDs, 3INTs, 4,000 yards and 200 rushing yards last year through 11 games. He is the real deal if you ask me, and he is the kind of player that wins a league if you land the pick. If he disappoints, well, he still likely earns his ADP (if healthy).

Foles was the 11th ranked fantasy quarterback, despite starting only 10 games, but I am curious if a sophomore slump is in store. I cannot see him throwing just two interceptions for a second consecutive year. The Eagles also have to figure out how to replace the production of departed WR DeSean Jackson. They added WR Jordan Matthews and WR Josh Huff in the draft, but they will need to be able to contribute right away. A weak receiving core could prevent Foles from being an elite fantasy option, although he should still be very good.
Cutler has his new contract and will have the same head coach and offensive coordinator in back-to-back seasons for the first time in his career. He needs to stay healthy; I have my doubts. He just has not proven to be durable in recent years and rarely does that improve with age. He also has no value as a runner, which caps his upside compared to some of the younger quarterbacks.

The Bears are showing commitment to him with his new deal, so he is expected to play all year and he has a ton of amazing targets around him.

There are only 2 factors that hold Jay Cutler back from joining the top tier of QB's - health and INT's. He will always be a bit of a gunslinger, so if you are in a league that heavily weights INT's be sure to steer clear. In standard leagues with -1 for INT's it isn't as big a deal as the 12 missed games the last 3 years. Don't reach too early as the fragile Cutler is one of the more frustrating QB's to own when the inevitable injuries hit
