When Miller entered December of his rookie season with 29 receptions for 398 yards and five touchdowns over his first 10 NFL games, it seemed as if he was on track to become a key part of Chicago's passing game. He then ended up catching eight passes for 53 yards over his next nine games through the end of last September. His increased usage later in the year was encouraging.Samuel failed to surpass five receptions in any game last season, and a 91-yard effort in Week 2 marked the only time he eclipsed 70 receiving yards. With Carolina signing Robby Anderson in March to a two-year, 20 million contract, it's no guarantee that Samuel remains the third option in the Panthers' passing game behind Christian McCaffrey and D.J. Moore.
Elisha Twerski
numberFire
When Taylor Gabriel went down last year, Miller posted a 16-game pace of 80 receptions for 1,001 yards and 5 tuddies. That line would've made him the WR25 last season.
Ben Wasley
The Fantasy First Down
Anthony Miller's enigmatic start to his NFL career continued in 2019 with two massive 100+ yard explosions and a heap of underwhelming single-digit efforts. There's no doubt his continued shoulder issues remain an issue but after another off-season surgery, it's very possible Miller has another slow start. In an offense that surely must be better under Nick Foles, there's a lot of hope Miller will break out in his third season, just know you may have to wait it out a little.Curtis Samuel was everyone's favorite breakout prospect last season and although he didn't reach the lofty expectations some had for him, a WR36 finish was still solid for a player with a limited skill set. With the addition of Robby Anderson, Samuel's target share is in for a major reduction and the talk he may be on the trade block is an even worse sign. While the Panthers will have to throw a lot, Samuel is at best the 4th receiver in this offense and that limits his upside.
Mike Tagliere
FantasyPros
Despite playing with Mitch Trubisky, Miller has now seen 139 targets in his first two seasons, compiling 85 receptions for 1,079 yards and nine touchdowns. By comparison, Robert Woods saw 139 targets last year, finishing with 90 receptions for 1,134 yards and two touchdowns. But for whatever reason, Matt Nagy has chosen not to let Miller flourish in the Bears offense. There were just seven games he saw more than three targets. In those seven games, he totaled 42 receptions for 547 yards, and two touchdowns. With Taylor Gabriel gone, it's very possible that Miller becomes more of a staple in the offense. He's best viewed as a WR4/5-type option with WR3 upside. There are a lot of analysts making excuses for Samuel's poor production last year, stating that his quarterback play was atrocious. While I don't disagree, there are plenty of wide receivers who've had bad quarterback play but managed to be useful. Samuel's 0.96 yards per route run in 2019 ranked dead last among the 157 wide receivers with at least 100 targets over the last five years. Heck, his teammate D.J. Moore was able to finish as the WR18. Based on the targets Samuel received and where they took place, he should have finished as the WR16. Look, I'm not saying Samuel is as bad as he was in 2019, but for him to become a reliable fantasy player, he'd have to overcome the fact that he's now the fourth-best target in the offense, behind McCaffrey, Moore, and Anderson. The Panthers also tried shopping Samuel this offseason, but ultimately held onto him. He's someone to look at during bye weeks when the Panthers are double-digit underdogs. Outside of that, you're just looking for an injury to him to become anything more than a WR5-type option.
Elliot Berkovits
Packer Report
After a strong rookie season in which Miller scored seven TDs, he regressed in year two scoring only two times and never seeming to get on the same page as QB Mitchell Trubisky. He still seems to be the WR2 in Chicago which is a plus but it's not like the Bears passing offense is one you're dying to be a part of. I see Miller as a WR4 with a sliver of upside depending on who starts at QB for the Bears.Leading up to the 2019 season, all anyone wanted to talk about was Curtis Samuel and how he would be the WR to own in Carolina. Well, that didn't exactly work out. It was D.J. Moore who stole the spotlight and now the Panthers went out and signed deep threat Robby Anderson. I like Samuel as a talent but I don't think there will be enough targets to go around to make him a reliable weekly starter.
Dan Harris
FantasyPros
If you take Miller's final six games of the fantasy season, he had 34 catches for 433 yards, which prorates out to a 90-catch, 1154-yard line over a full season. Although he only caught two touchdown passes last year, he caught seven the prior season, so he's due for some positive regression. He's coming off shoulder surgery again, but so long as he's healthy, and especially if Nick Foles (who loves to target slot receivers) wins the starting quarterback job, Miller should be in for a fine year.
Kyle Yates
FantasyPros
Miller was fantastic his rookie season in Chicago, but took a big step backwards last year with the offensive struggles. Additionally, Miller has struggled with a shoulder issue for quite some time now that kept recurring last season. This season though, Miller should get back on track and should easily be second on this team in targets. The offense can only go up from where it was last year and Miller should see plenty of scoring opportunities as well. He's a great pick in the mid-rounds of your draft.Samuel's got the talent to be a factor for fantasy football, but it simply hasn't translated to on-the-field production. Now, Samuel has competition for targets with Robby Anderson in town and there's a chance that Samuel is fourth on this team in targets. With that being the case, Samuel's unlikely to return consistent fantasy production this season.
Seth Miller
Crossroads Fantasy Football
Going into his age 26 season, just a year younger than teammate Allen Robinson. We have the assumption that Nagy would like to use his TE more. Burton had 94 targets in 2018 but hasn't been able to stay on the field. Jimmy Graham comes in, along with rookie Cole Kmet. Miller should still have a clear path to targets if he can take it. Has struggled with shoulder injuries, having surgeries each year, his route running is good.If I told you this WR had 108/1236/11 would you be interested? Now what if I told you that was in 3 years? Has trended upwards for 3 years in a row. Deep targets were infamously inaccurate last year. That made him rather terrible for fantasy football. He was miscast, running a 9 route over 1/4 of the time That situation has now been rectified with the addition of Robby Anderson. I think Samuel's chances at fading into a WR3 forever are just as likely as some kind of breakout. Most players don't have a Devante Parker like resurgence after years of being mediocre. They turn into Phillip Dorsett, an 83rd percentile sparq-x athlete who had greater college production and breakout age than Samuel, while also being a 4.3 guy we just can't let go of. However, I went back to watch all his deep incomplete passes myself for 2019. The majority were inaccurate. Sometimes the QB had to release the ball early because of the rush. Others, Samuel was out positioned, or not big enough to go up and get it. He also some just flat drops, but all of those happening were in the minority of what was happening on his deep looks. Fighting for targets underneath with DJ Moore will be no easier than trying to catch deep passes from Kyle Allen, but he'll at least have more accurate balls coming from Teddy Bridgewater, while having great, to elite numbers against man coverage 2 years in a row to give himself a great opportunity in this new offense.

After Cam Newton was injured, Panthers WRs saw a catchable deep ball on only 25% of targets (14/56), via PFF. During Teddy Bridgewater's five starts, Saints WRs saw catchable deep balls on 62% of targets (8/13). @pat_thorman
