FantasyPros
You may want to give up on Bortles, but he has now been a QB1 three consecutive seasons and managed to be the #2 QB over the final five weeks of the season. It is never pretty, but he gets the job done from a production perspective. He is a reliable option in two-QB leagues.John Elway did not go get a quarterback in the draft because he appears to be confident in what Keenum offers. Now, he isn't start-worthy every week, but with Thomas and Sanders in the receiver core, there will be a couple starts this season that he provides useful performances.

Bortles can have good fantasy days, but he won't be asked to do that much with the defense and running game being the strengths of this offense. His running ability and the fact that he's quarterbacking a winning team means he should be more consistent than his worst games seem to foretell.Keenum will have decent receivers to throw to, and he proved he can sustain some fantasy value in a good offense last season with the Vikings. It is yet to be seen if Keenum can make the Broncos better, but he'll be hard-pressed not to in comparison to the tackling dummies they've been putting behind center.

Weeks 12-17 Bortles was the QB2 in fantasy points scored
Mike Tagliere
FantasyPros
While many spend a fortune to acquire Deshaun Watson, many are overlooking the fact that Bortles had "almost" as good of a stretch that Watson did. From Week 13-16 (four games), Bortles threw for 321.3 yards and 2.3 touchdowns per game. During Watson's five-game stretch, he averaged 294.4 yards and 3.6 touchdowns per game. The reason people think Watson could be the real-deal is because that's really one of the only sample size we have on him, whereas most "know what they are getting" with Bortles. Is that fair, though, considering he was a top-10 quarterback twice? Bottom line is that Bortles has been really streaky and has shown more bad than good, but the hate on him has gone a bit too far this offseason. With him rushing for at least 310 yards in every season, it's possible that we see him finish inside the top-15 this year, though you don't want to pay for those up-and-downs in his performances. This should be interesting, as Keenum was essentially left for dead in the NFL before joining Pat Shurmur's offense as a backup to Sam Bradford. Over the 15 games he played, Keenum over 3,500 yards and 22 touchdowns while throwing just seven interceptions. The question becomes - was it the offense, or was Keenum just set-up to fail under Jeff Fisher while in Los Angeles? Heading to Denver, the talent surrounding him hasn't decreased, though the offensive line may not be as strong. Bill Musgrave's offense hasn't been what you'd call potent in recent years and that's what's got me slightly concerned. Still, it wouldn't shock me if Keenum posts solid QB2-type numbers in 2018.
Andrew Gould
FantasyPros
The quintessential "better in fantasy than real life" player, Bortles has notched QB4, 9, and 13 finishes over the past three seasons. He even swung some leagues for managers bold enough to throw their Molotov cocktails in the air and shout "Bortles!" before tossing him into the starting lineup. Only Todd Gurley recorded more fantasy points from Weeks 12 to 16, so there's a solid chance he out-earns his draft price. On the other hand, he's not that great at actual football, and the Jaguars will gladly relegate him to a gatekeeper role when the game allows it. They shouldn't throw enough to drag him back into the top-10 tier.An out-of-nowhere breakout has netted no fantasy love for Case Keenum, who moves to Denver after taking Minnesota to the NFC Championship Game. A superbly efficient season (67.6 completion %, 98.3 QB rating) led the career reserve to a QB14 showing, making him a vast upgrade to last year's Denver signal-callers. That's probably better news for the supporting cast than Keenum, who failed to clear 200 passing yards in five of 15 starts. He's a streamer with an intriguing Week 14-16 schedule (@SF, vs. CLE, @OAK), but there's little reason to draft him in single-QB formats.
Staff Rankings
QB List
One of the most frustrating and inconsistent quarterbacks around, Bortles had yet another trademark Bortles year last year, with some great highs, some awful lows, and no consistency to be seen. Bortles did have his lowest interception total in a season, which is good, but likely was a result of the Jaguars' efforts to protect him with a good defense and a good running game, and less a result of his actual skill. Losing Allen Robinson and Allen Hurns certainly isn't going to help his offensive prospects, however the team will still likely have a good defense and run game, and Marqise Lee should be a solid-enough top option for him. Still, I wouldn't expect much more from Bortles than what you've seen in the past-an inconsistent quarterback who will likely have four to six games where he's excellent, you just won't have any idea which games those will be.What a strange season for Case Keenum. After having been anywhere from a bad to mediocre at best quarterback, Keenum took the reins of the Minnesota Vikings offense and ran wild, posting the best season of his career by a longshot and a league-leading 28.1% DVOA (among quarterbacks with at least 200 passes thrown). He ended the year with 3,403 yards and 4,420 effective yards, it was insane. So what can we expect from him this year as the quarterback for the Denver Broncos? It's really hard to predict. I could easily see last season being some weird outlier in Keenum's career, or he could keep things up. There's obviously going to be some regression next season, but it shouldn't go without saying that Keenum made some strides last year. Most notably, he got a lot more comfortable under pressure. In 2016, he posted a 92.0 QB rating in a clean pocket but a miserable 37.4 rating under pressure. Last year, he improved significantly, posting a 107.0 QB rating in a clean pocket and a 72.6 rating under pressure. He had the fourth-best completion percentage under pressure at 53.6% and the second-best sack conversion rate at 10.3%, both of which are impressive given he was the sixth-most pressured quarterback in the league thanks to the Vikings' poor offensive line. Unfortunately for Keenum, the Broncos' offensive line isn't much better, and he's not going to have the greatest running game (though I could see a Royce Freeman breakout season), but he will still have two very talented wide receivers in Demaryius Thomas and Emmanuel Sanders. Are they as good as Adam Thielen and Stefon Diggs? Perhaps not, but they're definitely close. There's definitely risk here, given Keenum's track record and the fact that he's moved to a slightly worse offense, but he won't be challenged for the job at all and still has some offensive talent to work with.
Kevin Roberts
Breaking Football
Bortles was better than expected in the second half of last year but how long will the optimism last?Keenum is probably a one-year wonder that got paid and goes away. Denver hasn't been a fun passing offense for a while and I doubt it changes now
Jody Smith
FantasyPros
Perennially underrated due to his rushing prowess, I think the Jags are likely to explore QB as early as the first round. Like Alex Smith, Case Keenum had a career-year and now moves on to a whole new team and system. John Elway did not spend a high draft pick on competition, so he's much safer now, but Keenum doesn't offer a lot of upside in Denver.
