FantasyPros
The quintessential "better in fantasy than real life" player, Bortles has notched QB4, 9, and 13 finishes over the past three seasons. He even swung some leagues for managers bold enough to throw their Molotov cocktails in the air and shout "Bortles!" before tossing him into the starting lineup. Only Todd Gurley recorded more fantasy points from Weeks 12 to 16, so there's a solid chance he out-earns his draft price. On the other hand, he's not that great at actual football, and the Jaguars will gladly relegate him to a gatekeeper role when the game script allows it. They shouldn't throw enough to drag him back into the top 10.A breakout 2016 made Carr one of last year's worst draft investments. Now he's available for a pittance. Improved health and modest positive TD and INT regression could bring him back to the limelight, especially if Jon Gruden lets him attempt more than 34 passes per contest. It's difficult to decipher how the head coach will adapt after a decade away from the sideline, so see if he makes it to the waiver wire in one-quarterback formats.
Bobby Sylvester
FantasyPros
You may want to give up on Bortles, but he has now been a QB1 three consecutive seasons and managed to be the #2 QB over the final five weeks of the season. It is never pretty, but he gets the job done from a production perspective. He is a reliable option in two-QB leagues. This time last year, Carr was the fourth quarterback off the board. He struggled through injuries last season and finished as the QB21. In 2016, however, he was a top 10 QB so you'd have to think it will end up somewhere in between this year, making him merely a streamer for the time being.
Chet Gresham
WalterFootball
Bortles can have good fantasy days, but he won't be asked to do that much with the defense and running game being the strengths of this offense. His running ability and the fact that he's quarterbacking a winning team means he should be more consistent than his worst games seem to foretell.I expect this team to run the ball a lot and believe their passing offense took a hit by replacing Michael Crabtree with Jordy Nelson.
Kevin Wheeler
NFL Mock
Weeks 12-17 Bortles was the QB2 in fantasy points scored
Mike Tagliere
FantasyPros
While many spend a fortune to acquire Deshaun Watson, many are overlooking the fact that Bortles had "almost" as good of a stretch that Watson did. From Week 13-16 (four games), Bortles threw for 321.3 yards and 2.3 touchdowns per game. During Watson's five-game stretch, he averaged 294.4 yards and 3.6 touchdowns per game. The reason people think Watson could be the real-deal is because that's really one of the only sample size we have on him, whereas most "know what they are getting" with Bortles. Is that fair, though, considering he was a top-10 quarterback twice? Bottom line is that Bortles has been really streaky and has shown more bad than good, but the hate on him has gone a bit too far this offseason. With him rushing for at least 310 yards in every season, it's possible that we see him finish inside the top-15 this year, though you don't want to pay for those up-and-downs in his performances. After trending upward his first couple seasons, Carr hit a bump in the road in 2017 when he finished as the QB19. He did gain both Jordy Nelson and Martavis Bryant this offseason, but he also lost his trusted red zone target in Michael Crabtree. New head coach John Gruden has talked about running the ball a lot more, which would obviously have a negative impact on Carr's overall potential. Did you know that in 9-of-15 games in 2017, Carr finished with fewer than 14.0 fantasy points? That's not great. He's a streamer and one who I can't see a whole lot of upside with.

QB List
One of the most frustrating and inconsistent quarterbacks around, Bortles had yet another trademark Bortles year last year, with some great highs, some awful lows, and no consistency to be seen. Bortles did have his lowest interception total in a season, which is good, but likely was a result of the Jaguars' efforts to protect him with a good defense and a good running game, and less a result of his actual skill. Losing Allen Robinson and Allen Hurns certainly isn't going to help his offensive prospects, however the team will still likely have a good defense and run game, and Marqise Lee should be a solid-enough top option for him. Still, I wouldn't expect much more from Bortles than what you've seen in the past-an inconsistent quarterback who will likely have four to six games where he's excellent, you just won't have any idea which games those will be.Derek Carr had a rough go of it last year, battling some injuries to turn in the worst season since his rookie year. Carr had some difficulties with his accuracy last year, often underthrowing receivers, and had a lot of trouble making game-changing throws. He was especially bad under pressure, posting a 40.8 QB rating under pressure, which was good for second-worst in the league ahead of just DeShone Kizer. He's also lost his favorite target (and especially favorite red zone target) Michael Crabtree, but has gained Jordy Nelson and Martavis Bryant, and still has Amari Cooper, all of whom are very talented receivers (assuming Bryant can stay on the field). However if there's one big reason to be optimistic about Carr's prospects this season, it's the addition of Greg Olson to the coaching staff-the man who helped turn Jared Goff into what he was last year, got Josh Freeman to a Pro Bowl, and coached Blake Bortles in 2015 when he threw 35 touchdowns. If he can stay healthy, he's got some weapons and some good coaching (as well as a good offensive line) and could be an interesting sleeper quarterback pick.
Kevin Roberts
Breaking Football
Bortles was better than expected in the second half of last year but how long will the optimism last?Carr is talented and Raiders loaded up for him to get even better. I'm just not sure his fantasy production will ever align with his hype, though
Jody Smith
FantasyPros
Perennially underrated due to his rushing prowess, I think the Jags are likely to explore QB as early as the first round. Carr was a bust last season and until we have a better idea of what kind of offensive gameplan Jon Gruden intends to trot out, Carr is better suited as a back-up.
Derek Lofland
Fantasy Football Maniax
There is no reason Carr should have struggled the way he did in 2017 and I think new head coach Jon Gruden and new OC Greg Olson should help Carr have a rebound season in 2018.
