FantasyPros
There have been just nine wide receivers who've finished as top-24 fantasy options in at least four of the last five seasons: Julio Jones, Mike Evans, Jarvis Landry, DeAndre Hopkins, Antonio Brown, Davante Adams, Amari Cooper, and... Cooks. Keep in mind he's done that while playing for three different teams, so he's essentially team-proof. Concussions were problematic in 2019 and will be a problem moving forward in his career, as another one could end it. While on the field, though, he's proven to have a WR2 floor in the NFL. We can't pretend that going to Deshaun Watson isn't an upgrade from Jared Goff, either. The issue is that Will Fuller plays a similar role and has chemistry with Watson. Cooks can likely be drafted as a WR4, but he'll be a starter when he's on the field. It was odd to see Samuel finish as a top-30 wide receiver last year, because it didn't feel that way throughout the year. He saw just 81 targets and had just two games with more than eight targets. The 49ers offense is going to be run-heavy, but Samuel will be the go-to guy when they do drop back to pass. He's also included in the run-game, as evidenced by his 159 rushing yards and three touchdowns last year. It's tough to see him having a true breakout season, especially when he suffered a broken foot during offseason training. The rumor is that he may not even be ready for Week 1 of the season. When a pass-catcher has foot surgery in the same calendar year, it usually means bad things for fantasy purposes. You may want to wait until 2021 to invest a redraft pick on the young receiver.
Dan Harris
FantasyPros
Absent his concussion history, Cooks would be a draft-day target. He's an excellent receiver, with no better evidence than the fact that he had three straight 1,000-yard receiving seasons on three different teams. And taking over for DeAndre Hopkins, who has seen at least 150 targets in in five straight seasons, is an excellent spot. But Cooks has battled multiple concussions - at least five in his professional career - and the risk is of him missing time is extremely high. It would be wonderful if Cooks could play a full season this year, but drafters should be leery of drafting Cooks as a WR3 given his history.Samuel suffered a broken foot (a Jones fracture, near the mid-point of the foot) on June 16th and had surgery that same day. He's been given a 10-week timetable for his return to action - six weeks for the fracture to heal plus four weeks to gradually return to playing shape - which would put him back to full speed in late-August and on track to start the season with the 49ers. But the 49ers have since come out and admitted that Samuel almost certainly won't be ready for the season, so your best-case scenario is that you're drafting a wide receiver who is coming off a significant injury and will miss the first few games. Despite Samuel's upside, that's just not someone fantasy managers should consider drafting until one of the very last rounds.
Jason Petropoulos
BRoto Fantasy
Originally with Brees and the Saints, Cooks had 1100 yards and at least 8 TDs both seasons before heading to NE. In his first year with NE, Cooks put up nearly 1100 and 7. Then he went to the Rams, where, in his first season, he put up 1200 and 5. Cooks is no stranger to switching teams, no stranger to playing with great QBs, and no stranger to putting up very solid numbers. He was even WR29 last season prior to his injury. He's simply being under drafted.
Kyle Yates
FantasyPros
Cooks is changing teams yet again this season, but there may not have been a better place for him to land. There are a ton of vacated targets in Houston after the departure of Deandre Hopkins and Cooks could see a significant amount of them. Will Fuller will certainly be involved, as will Randall Cobb, but otherwise Cooks could very well lead this offense in targets. There's risk involved in drafting him, which is why his ADP is lower, but it could pay off in a big way for whoever selects him.Unfortunately, Samuel recently suffered an injury that puts his availability for the beginning of the NFL season in jeopardy. He now has more competition at the position for targets too with Brandon Aiyuk and Trent Taylor back in the fold. Samuel's a WR4 with upside right now, in my opinion.
Ben Wasley
The Fantasy First Down
Brandin Cooks was looking for his fifth consecutive 1000+ yard season in 2019 but instead ended up with his fifth consecutive concussion. This one kept him out for a few games but he was mostly ineffective when playing anyway, proving nothing more than a deep threat behind Woods, Kupp, Higbee and Gurley. Now in a re-modelled Texans receiving corps, Cooks will have the opportunity to fight it out with Will Fuller, Randall Cobb and Kenny Stills for targets. This offence has plenty of points in it but it far from guaranteed Cooks will get enough to make him a weekly fantasy starter. His 8th round price is too rich for me but if Cooks drops, he may be worth the gamble.Deebo Samuel had an impressive though inconsistent debut season, relying on a number of breakout weeks and a surprising amount of very efficient rushing plays. Now heading into the 2020 with a broken left foot, he's a very risky proposition given his limited upside in this run-first offence. He's no longer a sleeper pick and profiles as the kind of guy you should avoid drafting unless you have a lot of bench space.
Kevin Wheeler
Draftwize
Texans acquired WR Brandin Cooks and a 2022 fourth-round pick from the Rams in exchange for the No. 57 overall pick of the 2020 draft. Cooks, who has suffered some concerning (head) injuries in recent years but not missed much time, is coming off by far the worst campaign of his career. Somehow, this is the third time he's been traded in three years. He has a bad contract and has suffered at least five concussions as a pro.Deebo Samuel suffered a broken foot on Tuesday (6/16) during a throwing session with teammates in Nashville and will be having surgery. It is being reported as a Jones fracture, and that he should be able to be on the field early in the season. That doesn't add up for me, Jones fractures are NOT good or easy recovery, in fact they often need a second surgery from what I understand. I'm staying away.
Bart Wheeler

A broken foot has me dropping him well outside of my top-30 WRs.
Brandon Funston
The Athletic
No 13 WR in FAN PPG from Weeks 10-17 - SF not a pass-heavy attack, but will likely open up a little more for in 2020, with Deebo and TE Kittle hogging those targets
Seth Miller
Crossroads Fantasy Football
The fun part is trying to figure out who will disappoint out of the Rams WR trio if they decide to continually target the TE or if the TE targets were mostly due to Cooks absence. What I hadn't realized is that Cooks only missed 2 games(Basically 3). Despite still being around the TE revolution still happened, and the consistency of the WRs suffered. Almost 2 less targets per game for Cooks in 2019 vs 2018. Passer Rating when targeted: 2019 - 88.1, 2018 - 115.9, 2017 - 106.9A little worried about the ceiling anyone can have on the passing side in the way this current offense is set up. They've gone from to 2nd, 20th, and 29th in passing the last 3 years while moving up from 22nd, to 11th, and then 2nd in rushing attempts. This is the offense that Shanahan has built and I'm not sure anyone besides Kittle will lead the team in targets and Kittle barely got over 100 this year. His YAC ability will have to pave his way to success. The Pros: Sanders AVG 5.3 TGT/GAME with the 49ers over 10 weeks. During that time, Deebo was WR18, scoring less than 12 fantasy points only twice in that span. As much as Aiyuk might be a pest, to give him the same target volume as what Sanders earned would put him at 3 more targets his rookie year than what Deebo logged. Bringing Aiyuk in was more indicative of the other supporting WRs and exit of Sanders. A sneaky rushing base also helps boost Deebo's base. And while maintaining a strong run to pass ratio is what any team wants, we can't assume they will be bottom 10 in the league in pass ATT in 2020 again.
