Believed to be the fastest player at any position selected in the 2020 NFL Draft, Ruggs is in the Tyreek Hill/John Ross class when it comes to pure long speed. With his route tree being somewhat limited after spending the past couple of seasons at Alabama either stretching the field or getting the ball on quick screens, he's likely to be a boom-or-bust fantasy option as a rookie in 2020.Samuel failed to surpass five receptions in any game last season, and a 91-yard effort in Week 2 marked the only time he eclipsed 70 receiving yards. With Carolina signing Robby Anderson in March to a two-year, 20 million contract, it's no guarantee that Samuel remains the third option in the Panthers' passing game behind Christian McCaffrey and D.J. Moore.

This new Raiders offense has a lot of weapons. Josh Jacobs will do most of the hard work on the ground and that's the key to this offence but through the air there are targets aplenty. Darren Waller, Tyrell Williams, Henry Ruggs, Bryan Edwards, Hunter Renfrow, Lynn Bowden, Jalen Richard and Devontae Booker will all have a chance to be involved so that really limits the upside for the rookie deep threat. The news that Ruggs may start in the slot gives him far more upside but as a rookie, he's still likely to be limited in his rookie season.Curtis Samuel was everyone's favorite breakout prospect last season and although he didn't reach the lofty expectations some had for him, a WR36 finish was still solid for a player with a limited skill set. With the addition of Robby Anderson, Samuel's target share is in for a major reduction and the talk he may be on the trade block is an even worse sign. While the Panthers will have to throw a lot, Samuel is at best the 4th receiver in this offense and that limits his upside.

It appears that the Raiders will start by using Ruggs in the slot, which makes more sense than most realize. He's fast, sure. However, that's not his best attribute. He's slippery in the open field, takes great angles and utilizes his speed to get away from defenders. The best thing to do is get Ruggs the ball in his hands and let him create. Did you know that Jerry Jeudy had more than double the deep-ball receptions that Ruggs did while at Alabama? It's because Ruggs was used a lot on screens and reverses. Putting him in the slot will manufacture touches to get the ball in his hands and let him create. He shouldn't be pigeonholed to the slot, and I don't think he will be, but playing there is not a bad thing. Did you know slot targets are worth 10.8 percent more than perimeter targets? Seriously, I've done the research (can be read here). On top of that, Derek Carr had the lowest average depth of target among quarterbacks last year, so should love someone like Ruggs who creates after the catch. When a team spends a No. 12 overall pick on someone, they're going to find ways to get him the ball, so finding out the slot is his primary home makes you feel better about his potential in year one. I'd say his floor should be around 70 targets with a ceiling of 100 targets. He should also get some carries mixed in. Because of that combined with his one-play upside, he's worth WR3 consideration. Fortunately, you don't have to use a high pick on him, as he's going around the 11th-12th round. Even if you reach a round or two, I don't think you'll be disappointed if you have him on your roster as a WR4 with tremendous weekly upside.There are a lot of analysts making excuses for Samuel's poor production last year, stating that his quarterback play was atrocious. While I don't disagree, there are plenty of wide receivers who've had bad quarterback play but managed to be useful. Samuel's 0.96 yards per route run in 2019 ranked dead last among the 157 wide receivers with at least 100 targets over the last five years. Heck, his teammate D.J. Moore was able to finish as the WR18. Based on the targets Samuel received and where they took place, he should have finished as the WR16. Look, I'm not saying Samuel is as bad as he was in 2019, but for him to become a reliable fantasy player, he'd have to overcome the fact that he's now the fourth-best target in the offense, behind McCaffrey, Moore, and Anderson. The Panthers also tried shopping Samuel this offseason, but ultimately held onto him. He's someone to look at during bye weeks when the Panthers are double-digit underdogs. Outside of that, you're just looking for an injury to him to become anything more than a WR5-type option.

Maybe the most electrifying player from this year's draft class, regardless of position, Henry Ruggs finds himself in Oakland which doesn't seem like the best possible fit for his skill set. Ruggs has elite speed which should be utilized deep down the field but Derek Carr has never been known as someone who throws many deep balls. Even still, Ruggs is supremely talented and will have some huge games but expect there to be more down weeks than up.Leading up to the 2019 season, all anyone wanted to talk about was Curtis Samuel and how he would be the WR to own in Carolina. Well, that didn't exactly work out. It was D.J. Moore who stole the spotlight and now the Panthers went out and signed deep threat Robby Anderson. I like Samuel as a talent but I don't think there will be enough targets to go around to make him a reliable weekly starter.

You know the Raiders are excited about Ruggs, drafting him as the first receiver off the board. It's going to be tough for any rookie receiver to succeed this year given the lack of preseason games, but Ruggs is in a good situation all things considered. His incredible speed (he scored a touchdown on a quarter of his receptions in college) should play well with Derek Carr, so there should be plenty of short routes where Ruggs can simply let his wheels do the work after the catch. In other words, chemistry with Carr may not be quite as important as it would be with other rookie wide receivers given Ruggs' likely low average depth of target, so he's an ideal bench receiver to stash and see what he can do early in the year.

Henry Ruggs going first off the board was a bit of a shocker to the Las Vegas Raiders, but he fits this offense perfectly and will step in and assume the Tyrell Williams role. This offense now has a bit more competition for targets than it did last year, but Ruggs is still going to have an impact for fantasy football. He won't be a steady week in and week out contributor, most likely, but he's someone you can plug into your lineup every week to bring tremendous upside. His pre-draft ranking in my system of WR2 has him still up here towards the top of the board.Samuel's got the talent to be a factor for fantasy football, but it simply hasn't translated to on-the-field production. Now, Samuel has competition for targets with Robby Anderson in town and there's a chance that Samuel is fourth on this team in targets. With that being the case, Samuel's unlikely to return consistent fantasy production this season.

Now what if I told you that was in 3 years? Has trended upwards for 3 years in a row. Deep targets were infamously inaccurate last year. That made him rather terrible for fantasy football. He was miscast, running a 9 route over 1/4 of the time That situation has now been rectified with the addition of Robby Anderson. I think Samuel's chances at fading into a WR3 forever are just as likely as some kind of breakout. Most players don't have a Devante Parker like resurgence after years of being mediocre. They turn into Phillip Dorsett, an 83rd percentile sparq-x athlete who had greater college production and breakout age than Samuel, while also being a 4.3 guy we just can't let go of. However, I went back to watch all his deep incomplete passes myself for 2019. The majority were inaccurate. Sometimes the QB had to release the ball early because of the rush. Others, Samuel was out positioned, or not big enough to go up and get it. He also some just flat drops, but all of those happening were in the minority of what was happening on his deep looks. Fighting for targets underneath with DJ Moore will be no easier than trying to catch deep passes from Kyle Allen, but he'll at least have more accurate balls coming from Teddy Bridgewater, while having great, to elite numbers against man coverage 2 years in a row to give himself a great opportunity in this new offense.
