While perennially perceived as a disappointment, Ebron has slipped into the top 15 of TEs (standard and PPR) in each of the last two seasons. He never broke out in full earnest, but 86 targets in back-to-back years made him a steady streamer with Detroit. That workload, however, is in danger of decaying after joining Jack Doyle in Indianapolis. Dwayne Allen's 2016 (3.7 targets per game) might be a more reasonable projection for Ebron, who could nevertheless remain a matchup play because of Luck's penchant for finding TEs in the end zone. Are drafters still trying to make Cook happen? For all the annual August buzz, he has crossed the pylon 19 times over 133 career games. He has only once exceeded 700 yards. He's a TE2 only worth starting in the opportune matchup or as a bye-week replacement.

It may be tempting, but don't be so quick to give up on Ebron. Since 2000, only Gronk, Tony Gonzalez, Jason Witten and Jeremy Shockey have as many receiving yards as Ebron before their 25th birthdays. Ebron might have to overtake Doyle before having much relevance, but there is a shot it happens or that they use him as a move tight end with Doyle on the line in two tight end sets. That means there is a shot Ebron morphs into a top-five fantasy tight end with Andrew Luck throwing him the ball. It is hard not to like the weapons Cook is competing with from Amari Cooper and Jordy Nelson to Martavis Bryant, but Cook was seventh in receiving yards last season so he is definitely still a fantasy asset. Granted, Derek Carr has taken a big step back so there will only be so many touchdowns to go around. You'd expect Cook to improve on the two he posted last year, though, and if he had even three, we would have been looking at a top 12 fantasy tight end.

The Colts use two tight end sets at the second-highest rate in the league, which means that even with Jack Doyle in the fold Ebron could hold some fantasy relevance. He was a bust in Detroit, but Ebron is just 25 and still holds some fantasy upside. He's a high-risk, high-reward TE that I'd be willing to snap up as a TE2, particularly if I had a safe TE1.Cook's perceived value says a lot about a person psychologically. Optimists will say that the offseason acquisitions of Jordy Nelson and Martavis Bryant will allow Cook to face more coverage from linebackers, which will allow Derek Carr to target him as much or possibly even more than in years past. Pessimists will say that having additional playmakers, particularly ones who are adept in the red zone, will hurt Cook's value. I'll let you determine your thoughts on the manner, but it does seem unlikely that Cook will see enough targets to be a TE1 next season.

Luck to Ebron sure sounds good, but we have to factor in Jack Doyle and a whole host of variables that this Colts team probably doesn't have its head wrapped around just yet. The good news is that they will likely play with two tight ends and both have fantasy value if Andrew Luck is healthy.With Michael Crabtree gone, I expect Cook to become a staple in the red zone this season.

It's very possible that Ebron ends up higher in my final rankings, provided Andrew Luck is looking like the old Andrew Luck in the preseason. He targets the tight end position an awful lot, so despite Ebron's lack of development, he can be a player on a team that has serious wide receiver problems. Cook was someone who was bound to see a lot of targets before all of the offseason acquisitions happened. After signing Jordy Nelson, it seemed like it was still going to be Seth Roberts fighting for targets with Cook over the middle of the field, but once they traded for Martavis Bryant, it all made sense. Nelson will move to the slot, while Amari Cooper and Bryant play on the perimeter, meaning Cook just got a whole lot better competition for targets, hence him being down towards the low-end TE2 part of my rankings.

Ebron has a ton of sleeper potential playing with QB Andrew Luck and the Colts plan on using him all over the formation.
