FantasyPros
Let's be real about this - nobody outside of Andrew Luck knows whether or not he can return to form. What I can tell you about his preseason performance is that he looked fantastic. He'll now be playing behind the best offensive line of his career and in an offense that'll likely be much more creative than the ones he's been in to this point. Ideally, he'd have better options to throw to, but as he's shown in the past, he can make it work if healthy. Did you know that if you combined Winston's and Ryan Fitzpatrick's passing yardage last year, it would've led the NFL? Their combined 4,607 yards were more than Tom Brady's 4,577, though their touchdowns (26) were somewhat lacking. Touchdowns are the hardest thing to predict, but seeing Winston's yardage with the weapons around him, big things are going to happen for him. The three-game suspension that he received definitely threw some water on the fire, but you should be able to snag Winston with the final pick in your draft and you should have a top-12 quarterback on a points-per-game basis.
Bobby Sylvester
FantasyPros
With Luck finally throwing the ball, we can return to dreaming about the 356 fantasy points he put up during the 2014 season. That is by no means a certainty to repeat, as there are significant question marks, but no one other quarterback than Rodgers offers that type of upside at the position.Winston is suspended for three weeks so he is undraftable outside of two-qb leagues. When he returns, however, we are looking at a top-10 quarterback. He was superb last season when healthy, passing for a 16-game rate of 4,900 passing yards so don't sleep on him.

So far, so good for Andrew Luck. The more we see him throw during training cam and preseason games, the higher he'll keep climbing in the rankings.

WalterFootball
Luck appears to have bulked up and to be in great shape. He has also started throwing and reports no pain in his shoulder. If you can get a deep discount on him now, I'd go for it.Winston was the 14th-best fantasy quarterback on a per-game basis last season despite three games in which he finished under four fantasy points. We should see improvement with the offensive line and Chris Godwin taking over as a full-time starter at wide receiver, so another run toward being a top-10 quarterback should be in order. UPDATE: Winston has a pending three-game suspension, which will hurt his overall numbers, but it doesn't take him out of the fantasy equation.
Andrew Gould
FantasyPros
As of now, drafters may want to throw their hands in the air and avoid a dicey dilemma unless Luck slips. He hasn't played an NFL snap since New Year's Day in 2017, and the position's potency eliminates some desire to swing for the fences. Yet he could move up draft board by proving he's finally ready to return during the preseason. Proceed with caution until receiving more assurance of full health.Drafters have spent years reaching for Winston's upside, and he maintains a QB21 ADP despite opening 2018 with a three-game suspension. No thanks. He finished QB22 in 13 games last year and has yet to place inside the top 12, so there's little reason to stash an erratic, turnover-prone performer when Alex Smith or Mitchell Trubisky is still on the board. In all honesty, I'd rather not have any shares of someone with his abhorrent behavior anyway.

QB List
Luck would be ranked a bit higher if I had any idea how this shoulder injury he's been recovering from would impact him this year. He might climb a bit in the ranks as the preseason goes on if he looks healthy and back to his typical Andrew Luck form. He's reportedly going to play in the preseason opener, which is awesome to hear, and it sounds like he's going to be fully healthy for this season. If he is, he's definitely going to bump up some as he's a definite QB1 when healthy. He's still got T.Y. Hilton as a great weapon and Ryan Grant, whom the team signed in free agency, who's a solid player. We know how great Luck's upside is, but there's a lot of risk built in, so if you draft him, be sure to draft a solid backup.Famous Jameis had a rough season emphasized by injury and inconsistency. There were definitely good weeks, like his Week 15 performance, but then there were games like his Week 9 game. Still, Winston showed an adept ability at making big throws, especially on corner routes where he posted a 114.3 QB rating, and he did finish the year with a solid 14.3% DVOA. However he was a pretty volatile player, making some poor decisions on his throws, leading the league with eight fumbles, and struggling mightily with his accuracy, throwing the ball high far too often. He's a boom-or-bust type of player, and given he's suspended for the first three games of the year because he groped an Uber driver, it's hard to consider him a viable fantasy option this year.
Kevin Wheeler
NFL Mock
I believe he will start week 1In the 11 games last season where Jameis Winston played 90%+ of the snaps, he averaged 307 yards, 1.7 touchdowns and 1.0 interception for a 18.9 fantasy point per game average. Had he played at that pace for a full 16-game season, he would have finished as the No. 2 quarterback. @4for4_John

Fantasy Football Maniax
Luck is finally throwing the football, but until we see how he looks after missing the entire 2017 season, it is impossible to grade him as a QB1.
Kevin Roberts
Breaking Football
A healthy Luck is a scary thought. Missing a year of football and not having an amazing supporting cast lowers his floor, but like Wentz, he could be a massive steal in the middle of draftsI believed in Winston last year and he failed me. I won't make that mistake in 2018 so he has to prove a lot but he could easily be a great sleeper
Jody Smith
FantasyPros
Luck has the chance to move up a few spots here, but until we hear encouraging news on his shoulder, he remains a risky bet. Winston missed three games last season but finished as the QB13 in fantasy points-per-game.
