The top spot is a fight between Bell and David Johnson this season, and I'm giving a slight edge to Bell. The Steelers should come back strong in 2017 and get some help back on offense, which should keep Bell in good spots all season long.I've moved Elliott back up a bit due to the wide array of outcomes to his suspension, many of which could result in his suspension being caught up in the courts or reduced a game or two. **

Fantasy Team Advice
This will be one of the most contested picks in the 2017 draft. IF you think Zeke appeals all year and delays the suspension, you have to take him 3rd overall. If you think he gets a full 6 games, take him in the 3rd or 4th round. 322 carries in 15 games as a rookie for 1631 yards.
Mike Tagliere
FantasyPros
If Bell can stay on the field for all 16 games, it's quite possible that we see him break total yardage records. He's still yet to have a game in his NFL career with fewer than 7.8 PPR points. There's actually been just three of his 47 games with fewer than 10.9 PPR points.Being suspended six games is a huge deal. It's a risky proposition even taking him here, but we know that he has game winning upside when he takes the field.

The most patient runner in all of football. He's an absolute joy to watch. Suspension dropped him far in the rankings. Six games is A LOT in Fantasy Football!
Bobby Sylvester
FantasyPros
Had Le'Veon been active for all 16 games, his pace would have put him at over 2,500 all purpose yards. Don't buy too much into the fact that he has several injuries, as all running backs inevitably will. Rather, consider that if he remains healthy, he will carry you to the playoffs.Zeke is suspended for 6 games, which may drop to 3 or 4 after appeal. Even if he misses the full time, he could still finish as a top 10 fantasy player. If you prorate his VBD to just 10 games last season, he still would have finished #7 overall which would have been ahead of Devonta Freeman.

NFL Mock
"Steelers RB Le'Veon Bell will report back to team before regular season kicks off, though it remains unclear exactly when." Bell values himself at about $15mm per year, your move Rooney. https://twitter.com/pyro_hartbeat/status/898624591072862208 https://twitter.com/pyro_hartbeat/status/898232466686697472 There is no doubt Bell is the RB1 when he is active, this hold-out makes me nervous. He might be staying in shape, but there is no way to really simulate game-speed without actually participating with the team. He missed 3 games last year and came in shredding defenses, but that is much different than missing camp completely. The O-line is a little shuffled, the defense appears as though it will be weaker, and Elliot is appealing a six game suspension now. He's dropped a round in my rankings until we get the results of the appeal and court battle that could follow. My biggest fear with drafting him is that this gets expedited in the fall and he misses weeks 11-16.
Derek Lofland
Fantasy Football Maniax
The Steelers gave the franchise tag to Bell, so he will be in Pittsburgh at least through 2017. The only reason I have him behind Elliot and Johnson is durability concerns and two prior suspensions under the league's substance abuse policy. Elliot had 1,631 yards rushing and 15 rushing touchdowns to go with 363 yards receiving and one receiving touchdown. He faces a six-game suspension this year, which will knock him down to RB2 value.
Corey Parson
RotoExperts
With no injuries or suspensions to worry about, Bell could average 30 points per game in PPR leagues. Auction Value $52Elliott takes a 10 spot dip due to his domestic violence suspension. I would consider him on draft day on the 2,3 tur. Elliott will appeal.
Jon Collins
Fantasy Sports LR
At this point I'll assume that the suspension comes down on appeal from the mandated six games. If it holds, the rank drops, though not that far. This is still a player you'll want in your lineup in December.
Sablich Brothers
5th Down Fantasy
Finished second in RB targets despite three-game suspension; has missed 14 games over three seasons from injuries and suspensions; offense has scary potential with Bell, Roethlisberger, Brown and Bryant all on the field for first time since 2014. Facing six game suspension; should be more involved in passing game; Dallas O-line lost two starters but still formidable.
Staff Rankings
QB List
There is a significant contingent of fantasy enthusiasts who make a persuasive argument that Bell should be the top RB in fantasy football in 2017. He has more years of solid production on his resume. He plays for a better offense on paper and his team is much more balanced. He has a better offensive line. These are all true, However, Bell carries risk that Johnson does not. In his four years in the league, he has only played a whole season once (2014) due to a mixture of injuries and off field issue related suspensions. Still, the upside is there, his 19.95 points per game in 2016 were only a hair shy of Johnson's 20.4, and that was in a year where Bell only scored 9 TDs, a number which is due for some serious positive regression. If Bell falls past pick 1.2 in your league, you are either playing with idiots, or you live in Baltimore.Elliott has had a busy off season. He was pulled over for speeding (100 mph!) early in the year, then he was filmed pulling down a young woman's shirt, and in July he was in a fight at a club, where he may or may not have broken a DJ's nose. Now, he's been suspended for six games. What a freaking mess. So where do you take him? If you're pick 1.1 or 1.2, consider taking Zeke as your second round pick and pray that you can win half of your first games.
Kevin Roberts
Breaking Football
Bell is a monster but his contract issue and constant suspension/injury woes always concern me. That all still can't keep him from being a top 3 RB.Many will keep him high or way lower, but I still would love to own Zeke for 10 games - esp the fantasy playoffs.
Brandon Funston
Fantasy Spin
Most talented overall RB in the game? Yeah, probably. But, be it injury, weed or (this year) contract issues, there always seems to be some baggage that comes withA nearly perfect RB screwing up a nearly perfect set-up in DAL w/ off-the-field BS. We wait for a rumored suspension to be handed down - in the event there isn't one, ratchet up this super soph back into the top 3

The Steelers should come back strong in 2017 and get some help back on offense, which should keep Bell in good spots all season long.I don't think Elliott will get the receptions he needs to pass Bell or Johnson, but his touchdown total has tremendous upside and could push him ahead of those two, especially in Non-PPR.
Heath Capps
Fake Teams
Le'Veon is either going to get a long-term deal before July 17 or be tagged with a 12.1 million franchise tender. Either way, he'll be out to remind everyone who the best running back in the league is. On a PPG basis you can't do better--but Bell comes with more injury risk than Johnson so he slides in at #2 for me.Zeke lead the NFL in carries (322) in 2016. With Lance Dunbar now a member of the Rams, Zeke should catch more passes in 2017. The Dallas offensive line did lose Doug Free (retirement) and Ronald Leary (Denver) but it still has three All-Pros and will remain one of the top units in the NFL. R-E-L-A-X.
