He's back, but this time it's probably going to be a lot less exciting. He'll be playing behind a much lesser offensive line, with a much lesser quarterback, in a much worse offense. He's going to get plenty of touches, but we can say that about a lot of running backs. The question is - what's his upside in a low-scoring offense? Adam Gase's offenses have been lacking in both overall plays and overall scoring. Did you know that Dolphins running backs scored 10 rushing touchdowns over the last two years... combined? Bell is a relatively safe pick due to the touches he'll get, but he lacks the upside you want out of a high first-round pickNot only was he worthy of a first-round pick last year, but there are now question marks surrounding the No. 1 receiver on his team that could boost his targets to even higher heights. Not that he needs them, as his 150 targets were tied for fourth all-time among tight ends. Kelce gives you consistency and predictability at a very unpredictable position and an advantage every week. I actually like him plenty this year, but an entire year off and playing in a new system behind an inferior o-line...those could be problems.Kelce is in the best system and is has high volume and elite TD upside. Despite sitting out a year and moving to a new team, Bell should once again be an RB-1 for fantasy purposes. Yes, there are plenty of red flags. Adam Gase's teams are notorious for running few plays, the Jets have offensive line issues, and the Dolphins never let their most talented running back, Kenyan Drake, have enough work. But Bell's certain involvement in the passing game gives him an incredibly high floor, and he should most likely give you quality fantasy production week-in and week-out. Don't expect him to put up the numbers that he did with the Steelers. But he won't have to in order to earn his draft price.What more can owners ask of Kelce, who has finished as the tip tight end and totaled at least 1,000 yards receiving in three straight seasons. You want a negative? With Tyreek Hill set to avoid suspension, Kelce won't see the likely uptick in targets he otherwise would have. Fantasy owners will have to settle for just having the best tight end in the game put up his usual dominant stat line. Buy with confidence, obviously, and draft him as a borderline first-rounder.

This is Bell's backfield and will be fed early and often. Gase also likes to move RBs to the outside now and then, which plays right into Bell's strengths.Big time advantage at TE if you draft Kelce. I would prefer to draft a RB/WR in the first round, but cannot argue with Kelce in the second.

 According to True Target Value, a pass Mahomes to Kelce on the road resulted in more expected fantasy points than any other combo in the NFL. There's no reason to think that the young studs are going to slow down this season, especially with Hill still around to stretch the field.

Bell was as great of a fantasy asset as we've seen the prior five years before his holdout last season. With that said, he is moving from one of the best offensive lines and running schemes to the absolute worst of both. He will still see 300+ touches, of course, but without the Steelers offensive line, fantasy owners will likely be shocked at how inefficient Bell will be.Kelce scored the most fantasy points of any tight end in the last five seasons last year. He may shatter that clip this season and approach Gronk's enormous 2017 total of 331 PPR points if Tyreek Hill were to suffer an injury.. Kelce wasn't far off at 295 last year. If he can jump another 40 points, we'd be looking at the WR1 if he qualified for that possession. Kelce is absolutely worth a top 20 pick this year.

Bell should see a ton of carries, but he no longer has Big Ben, Antonio Brown or one of the best offensive lines in the NFL to help his fantasy value. He is a high-end RB2 that is going to see a lot of touches, but not the efficiency he has had in past years.Kelce had 1,336 yards receiving and 10 receiving touchdowns in 2018. Considering the quality and youth of the Chiefs offense, Kelce should continue to put up monster numbers in 2019.

Bell now switches to the AFC East with the New York Jets and new Head Coach, Adam Gase. Gase has a tendency to run a RBBC, but has admittedly never had a talent like Bell before. This situation is murky and has me concerned. We may look back at Bell's numbers next offseason and say he performed well, but it didn't necessarily lead to consistent production week in and week out. Bell's risk is built into his ADP though and I would feel comfortable with him as my team's RB2.If Tyreek Hill misses this season from his pending suspension, Kelce stands to be the biggest benefactor. A huge factor in the receiving game in the league's most dynamic passing offense, Kelce's a no-brainer of a pick at the Tight End position. Currently, I have no issue with taking Kelce at the back end of the 1st round due to the positional advantage he brings.

Bell sat out the entire 2018 season, then changed teams. That adds a bit more risk than we are used to with Le'Veon. The once consensus top 5 pick now comes with a second round ADP. I preach avoiding risk in the early rounds of the draft, which makes me hesitant in drafting Bell. Not only has he been away from football for a year, but he leaves a top 5 offense to join a team that ranked 23 in points per game and 26th in plays per game. While I do expect this offense to take a step forward this season, it's still a downgrade for fantasy. His 2nd round ADP comes with massive upside...but there are also a lot of unknowns. My current projection has his value as a late second round pick, which is probably where I'd feel comfortable taking him.There is a very real case to be made in drafting Kelce in the first round this season. A big part of that decision is going to come down to the potential suspension of Tyreek Hill. If Hill isn't suspended, then he should be taken in the early second round. If he is though, I'd highly consider drafting Kelce in the late first round. My current projections have Hill being suspended for a majority of the season (although recent news makes this less likely than it was before). In this set of projections, Kelce is projected to outscore the next best TE by 50 half PPR points. That sort of weekly advantage over your opponent is absolutely massive, and is something that can be the difference maker between a playoff team, and a championship team.
