I've come around on Lamar, who still isn't a polished passer, but should pay off enough as a runner. He also has a deep threat to maximize his efforts through the air.Rivers is again coming at a discounted price. He's an unsexy but stable QB1 that can be had relatively late. I do wonder if the potential absence of Melvin Gordon hurts him and LA's offense.
Dan Harris
FantasyPros
If you prorated his 2018 numbers over a full season, Jackson would have had 250 rushing attempts. That pace has to come down, if for no other reason than Jackson can't possibly survive taking that number of hits. But with Greg Roman on board and his history of emphasizing the run game and running few plays, it's almost a certainty that Jackson is going to continue to put up massive rushing numbers. His ability to survive as a passer in the NFL is essentially unknown. But regardless of his passing ability, he should at least provide a high floor week-in and week-out, albeit without the ceiling of most other quarterbacks.Rivers is a bit like the Rodney Dangerfield of fantasy quarterbacks: He gets no respect. He basically has no downside: he rarely misses games, he has an outstanding group of playmakers on the offensive side of the ball, and he's coming off one of his best seasons ever. He almost certainly won't blow you away with his numbers - but he's a set it and forget it guy who you can get later than you should be able to.
Derek Lofland
FantasyPros
Rivers was the 11th ranked fantasy quarterback thanks to 4,308 yards and 32 passing touchdowns in 2018. He remains a low-end QB on an offense that is one of the best in the NFL.
Michael Petropoulos
BRoto Fantasy
Will need to live and die on the hill of his rushing. He has a legitimate shot at eclipsing 1,000 rushing yards and becoming a QB1 if he can improve as a passer. You need to decide if that is the fantasy QB you want. He has been coming off the board a bit early for my taste.Should be a QB1 streaming option. Consistent.
Jason Petropoulos
BRoto Fantasy
Jackson did not start until week 11 last season and still set the all-time record for QB rushes in a season. Jackson is one of the safest QBs you can choose, as Harbaugh has already stressed that their offense will rely on LJ's legs and proved that by bringing Greg Roman in to be the team's OC (Roman was also an OC for Coling Kaepernick and Tyrod Taylor). He surpassed 180 passing yards one time last season and had one game with multiple TD passes. His high-end QB1 upside is capped unless he's a more consistent thrower (not that likely), but his legs make him safe as can be. P.S. Both are being drafted due to their rushing potential, but Jackson is a much better pick than Allen. Jackson will have drawn up rushing plays whereas Allen will basically only run on scrambles.
Mike Tagliere
FantasyPros
Did you know that Jackson set the record for most rushing attempts by a quarterback in one season despite not taking the starting job until Week 11? That's going to provide a fantasy floor that you cannot find late in drafts. If you miss out on one of the high-tier quarterbacks you were aiming for, Jackson can help provide a stable floor while your stud running backs and wide receivers take care of the rest (because you took them instead of a quarterback in the higher rounds). From Week 11 forward, Jackson was the QB8 in fantasy, right in between Andrew Luck and Russell Wilson. If he develops more as a passer, his ceiling only gets higherHere's the example of a player who's top-five at his position in real-life, but not when it comes to fantasy. You've probably heard it a million times - Rivers has been a top-14 quarterback in 11-of-13 seasons, so you're drafting him at his floor if he's being taken as the QB14. Well, no. Rivers is a very consistent quarterback, but he's not going to help lead your team to a championship. There was just one game in 2018 where he totaled more than 24 fantasy points, and it's because his defense has continually gotten better. He also doesn't offer anything rushing, so unless his defense takes a step back in 2019, he's not going to have much of a chance to deliver much better numbers in 2019

Fantasy Football Advice
Lamar Jackson is probably the best QB value of 2019. People don't think he can pass, so they refuse to draft him. I'm drafting him BECAUSE he didn't pass well last season. Lamar ranked 35th out of 39 QB's in red zone passing TD rate last season...yet still finished as the QB 8 over the final 7 weeks of the season (Warren Sharp). Lamar struggled to throw the football, totaling over 180 passing yards in just one of his 7 regular season starts. And even with all of that...he was the QB 8 over that stretch of time. That's the power of rushing in fantasy football. Mobile QB's are a cheat code, and Lamar is the biggest cheat code of them all. There's nowhere to go but up for Lamar this season, so I'm absolutely shocked by his ADP and ECR. As of writing this he's currently my QB 8, 9 spots above ECR and 11 spots above ADP. If that holds throughout the summer, then Lamar Jackson will be the steal of the draft.Rivers is a solid late round pick this season. The Chargers have been hit with the injury bug for a few seasons in a row now...but this could be the year they're finally healthy. His supporting cast of Allen/Gordon/Williams/Henry/Ekeler is one of the best in the league. He's thrown for over 4,300 yards in each of the last 4 seasons, averaging 30.5 TD's per season over that stretch. He, somewhat impressively, hasn't scored a rushing TD since 2011. So all of his value comes through the air. That likely means he won't finish in the top 5, but if his team can stay healthy (and not hold out) this season, then 38 TD passes is within his range of outcomes. I'm comfortable drafting Rivers late in drafts if you miss out on the earlier options.
Bobby Sylvester
FantasyPros
In seven starts, Jackson never completed more than 14 passes, never threw for more than 204 yards and only once tossed multiple TDs in a game. Even still, he was QB13 in that time. You'd have to think he has more upside with the arm and if they continue to use him like a running back, he has a great fantasy floor, but there is injury risk to consider as well.Since throwing 661 passes four years ago, the Chargers have slowly been pulling it back, all the way down to 508 in 2018. While he does have killer weapons in the receiving game, Gordon, Ekeler and even Justin Jackson make it likely that Rivers' fantasy production will again be hindered by the running game. Furthermore, his 6.3% TD-rate is almost certain to come down as well so don't be surprised if he ends up lower than his standard fringe QB1 finish.
