Despite playing in just nine games in 2017, Hogan managed to finish tied for 25th in red zone targets, and actually had the same amount that Brandin Cooks (12) did, despite Cooks playing all 16 games. It goes to show the confidence Tom Brady has developed with him, so by taking Hogan where he's currently going in drafts, you're getting WR1 upside at WR4 cost. Despite Marcus Mariota getting hurt in 2016 and struggling through much of 2017, Matthews remained consistent in his production, hauling in 61 percent of his passes for 14.5 and 15.0 yards per reception in each year. The area his production dipped, though, was targets and touchdowns. With Corey Davis slated for a bigger role in 2018, you should expect that decline to continue, though Matthews won't go away, as he's been extremely efficient with his targets. He's comparable to the Titans version of DeSean Jackson.

Aaaaannd here's the first New England receiver on our wonderful list. Playing in an offense notorious for its inconsistent target distribution, Hogan served as the "field stretcher" throughout the regular season and playoffs for the Super Bowl LII losers (had to get that one in :)). In an injury-shortened season where he only started 7 of the 9 games he played, Hogan posted admirable numbers, including a whopping 5 TD's. With Brandin Cooks gone, Hogan stands as the lone game breaker on a team known for perennially putting up top-tier offensive numbers. Though the targets MAY not precipitate to allow Hogan to realize top 20 upside, he will surely provide enough value in games where he is showcased to give full value at WR #32.On our sister site Pitcherlist.com, we have a nickname for a pitcher that comes up to the majors and is wholly unspectacular: A Cup of Schmo. If ever there was such a thing in the NFL, it would be Rishard Matthews. Playing within a run-first Tennessee offense, Matthews is consistently ok, never extraordinary, and my bet is he will continue to do so even with an improved Mariota. Have fun!

Hogan might get the biggest boost in playing time and usage with Brandin Cooks moving on to L.A. Hogan and Edelman will likely look more like co-No. 1 receivers, with Hogan showing more touchdown upside.Matthews is a solid fantasy player who often gets overlooked. He's still the No. 1 receiver and should be able to hold that designation another season even if Corey Davis shows improvement.

How does one becomes a highly desirable draft commodity without reaching 45 catches or 700 yards in each of his first six seasons? Starting for the NFL's top-rated offense with Tom Brady throwing you passes goes a long way. Hogan, who has averaged 15.5 yards per catch in two seasons with New England, has an opportunity to shine as the top wideout while Julian Edelman serves a four-game suspension to start 2018. Even when Edelman returns, the 29-year-old should net more opportunities with Brandin Cooks, Danny Amendola, and Dion Lewis leaving behind 40.2 % of last year's targets. Hogan was also already a major factor where it counts. Not including his three postseason TDs, Hogan received 12 red-zone targets in nine regular-season games. He's the trendy breakout pick everyone will want on draft day.Matthews never gets the attention he deserves despite averaging 6.5 targets and 58 yards per game in two seasons with the Titans. He solidified a WR37 season despite missing two games and posting four TDs after 2016's career-high nine. His WR52 ADP, while rising, oddly projects a steeper decline as drafters ogle hotshot teammate Corey Davis. Among the league leaders in average cushion (seven yards), he remains Marcus Mariota's steadiest downfield threat. Before pointing to a limited ceiling, he was the WR14 in 2016. He's the perfect late pick to complement an earlier upside gamble like Davis, but keep tabs on an injury that has sent him to the PUP list.

Hogan is not the slot answer some will suggest, but he could be a great value pick on the outside with Edelman serving that early 4 game ban

You might have a hard time believing this, but Hogan has never finished above 55th at the wide receiver position, so he isn't exactly a safe bet. With that said, Cooks is gone, Edelman is suspended for four games and now Hogan may just be Brady's #1. The upside that comes from that is well worth the risk.Matthews will likely going to take a step back this season with the expected emergence of Corey Davis and the arrival of DIon Lewis. With that said, he was a top 36 receiver each of the past two seasons so it isn't like he will drop all the way out of fantasy relevance suddenly.
