Zachary Hanshew
FantasyPros
After four seasons with Gang Green as one of the team's top options, Anderson joins a Panthers team with a lot of mouths to feed. The deep-threat receiver has totaled 18 touchdowns over the last three seasons, while averaging 15 yards per reception. He can still be a fantasy-relevant contributor in 2020, though his week-to-week consistency will likely take a hit.
Draft Engine
Draft Engine
Believed to be the fastest player at any position selected in the 2020 NFL Draft, Ruggs is in the Tyreek Hill/John Ross class when it comes to pure long speed. With his route tree being somewhat limited after spending the past couple of seasons at Alabama either stretching the field or getting the ball on quick screens, he's likely to be a boom-or-bust fantasy option as a rookie in 2020.Anderson is one of only three NFL players along with Mike Evans and Kenny Golladay to rank among the league's top 20 wideouts in yards per reception while catching 50 or more passes in each of the past two seasons. With new Carolina quarterback Teddy Bridgewater having been more of a dink-and-dunk specialist in recent years, expect Anderson's 2020 output to lack consistency.
Bart Wheeler
Hail to Fantasy Football
All Raiders WRs get a bump up with Tyrell Williams out for the season.
Ben Wasley
The Fantasy First Down
This new Raiders offense has a lot of weapons. Josh Jacobs will do most of the hard work on the ground and that's the key to this offence but through the air there are targets aplenty. Darren Waller, Tyrell Williams, Henry Ruggs, Bryan Edwards, Hunter Renfrow, Lynn Bowden, Jalen Richard and Devontae Booker will all have a chance to be involved so that really limits the upside for the rookie deep threat. The news that Ruggs may start in the slot gives him far more upside but as a rookie, he's still likely to be limited in his rookie season. It's hard to see exactly how Robby Anderson will fit into the Panthers offense, but it's fair to say he'll provide more real-life benefit than fantasy benefit. With Christian McCaffrey and D.J. Moore sucking in 130+ targets each and Curtis Samuel and Ian Thomas sucking up 160+ between them, Anderson will need the Panthers to throw a lot to get a useful amount of targets. Luckily, the Panthers look like they'll be awful this year and that could mean massive passing volume. It'll be more efficient with Teddy Bridgewater at the controls too. It fair to assume Anderson can manage 900-odd yards with half a dozen TDs and that would be good enough for a cusp WR3. That's nothing special but he's the kind of guy that needs to be drafted in every league, even though you're never excited to draft him.
Mike Tagliere
FantasyPros
It appears that the Raiders will start by using Ruggs in the slot, which makes more sense than most realize. He's fast, sure. However, that's not his best attribute. He's slippery in the open field, takes great angles and utilizes his speed to get away from defenders. The best thing to do is get Ruggs the ball in his hands and let him create. Did you know that Jerry Jeudy had more than double the deep-ball receptions that Ruggs did while at Alabama? It's because Ruggs was used a lot on screens and reverses. Putting him in the slot will manufacture touches to get the ball in his hands and let him create. He shouldn't be pigeonholed to the slot, and I don't think he will be, but playing there is not a bad thing. Did you know slot targets are worth 10.8 percent more than perimeter targets? Seriously, I've done the research (can be read here). On top of that, Derek Carr had the lowest average depth of target among quarterbacks last year, so should love someone like Ruggs who creates after the catch. When a team spends a No. 12 overall pick on someone, they're going to find ways to get him the ball, so finding out the slot is his primary home makes you feel better about his potential in year one. I'd say his floor should be around 70 targets with a ceiling of 100 targets. He should also get some carries mixed in. Because of that combined with his one-play upside, he's worth WR3 consideration. Fortunately, you don't have to use a high pick on him, as he's going around the 11th-12th round. Even if you reach a round or two, I don't think you'll be disappointed if you have him on your roster as a WR4 with tremendous weekly upside.Switching teams as a wide receiver this offseason seems... less than ideal. It does help, however, when there's a new quarterback on that team, as well as a coach you've played for in the past. Matt Rhule was the coach while Anderson was at Temple back in 2015. The issue is that Bridgewater's strengths don't really align with Anderson's. Bridgewater threw the ball 20-plus yards just 7.1 percent of the time last year, which ranked second lowest in the league. Anderson's skill set just doesn't align with Bridgewater's strengths as a passer, though they may try to force the issue after spending $20 million over two years on Anderson. Not having an offseason to build rapport makes me a bit more concerned, especially knowing we've seen Anderson's effort level best described as "inconsistent" on the field. It's tough to say he'll be a better fantasy option than he was in New York, only now his asking price is much lower. Being taken outside the top 50 wide receivers is a discount worth taking in best-ball leagues, but in redraft, it's tough to say he'll be a consistent contributor. He's the third option, at best.
Elliot Berkovits
Packer Report
Maybe the most electrifying player from this year's draft class, regardless of position, Henry Ruggs finds himself in Oakland which doesn't seem like the best possible fit for his skill set. Ruggs has elite speed which should be utilized deep down the field but Derek Carr has never been known as someone who throws many deep balls. Even still, Ruggs is supremely talented and will have some huge games but expect there to be more down weeks than up.After four long years on the Jets, Anderson gets a fresh start in Carolina where he'll catch passes from Teddy Bridgewater. While some may consider Bridgewater an upgrade over Sam Darnold, I don't think he's the best QB for a WR like Anderson. Anderson is known for being a deep threat and Bridgewater has never been known as a QB who goes deep. That could lead to some down weeks but he'll definitely have his big games as well. I'd stash him and use him in favorable, likely high scoring matchups.
Dan Harris
FantasyPros
You know the Raiders are excited about Ruggs, drafting him as the first receiver off the board. It's going to be tough for any rookie receiver to succeed this year given the lack of preseason games, but Ruggs is in a good situation all things considered. His incredible speed (he scored a touchdown on a quarter of his receptions in college) should play well with Derek Carr, so there should be plenty of short routes where Ruggs can simply let his wheels do the work after the catch. In other words, chemistry with Carr may not be quite as important as it would be with other rookie wide receivers given Ruggs' likely low average depth of target, so he's an ideal bench receiver to stash and see what he can do early in the year.Anderson has plenty of talent and has been the victim of erratic quarterback play throughout his career with the Jets. Reuniting with his college coach, Matt Rhule, is a positive development, but it's difficult to see him being start-worthy at any point this season. Between Christian McCaffrey, D.J. Moore, Curtis Samuel, and Ian Thomas, there just aren't going to be enough targets to make Anderson viable, especially given that because he's mostly a deep threat, he's inherently a boom-or-bust play. Add in that Teddy Bridgewater isn't the type of quarterback who will play recklessly and things just don't look like they'll fall into place for Anderson in 2020.

Henry Ruggs going first off the board was a bit of a shocker to the Las Vegas Raiders, but he fits this offense perfectly and will step in and assume the Tyrell Williams role. This offense now has a bit more competition for targets than it did last year, but Ruggs is still going to have an impact for fantasy football. He won't be a steady week in and week out contributor, most likely, but he's someone you can plug into your lineup every week to bring tremendous upside. His pre-draft ranking in my system of WR2 has him still up here towards the top of the board.Anderson's struggled the past few seasons in New York, but he's getting a change of scenery with his signing with the Carolina Panthers. Anderson has familiarity with head coach Matt Rhule, which will only help in a truncated offseason. The Panthers are most likely going to be throwing the ball a ton this season and Anderson's going to see plenty of targets heading his way. Anderson's one of my candidates to breakout this season and he's currently being drafted outside the top-50 WRs.

Immediately could slide in for WR1 volume... but Carr is a major concern as a risk-averse thrower. While the Panthers have a crowded WR corps, Anderson could thrive in a system that prioritizes "SPEED in space"

Did you expect everyone to just run underneath and be completely predictable? Awaiting fantasy judgement until we see what Rhule is about.
