This is a ranking that can move, as Anderson could potentially be suspended by the commissioner. He's had off -the-field issues multiple times, but the most recent arrest has some really bad details, particularly when he said things to a police officer about what he'd do to his wife. He may escape legal trouble, but the NFL is sure to investigate. It could be an Ezekiel Elliott situation where we don't even know when the season begins, so you have to build that risk into his draft price. He belongs in the WR4 range because of it. If Sam Darnold starts, it could actually hurt his stock because of the rapport Anderson's built with Josh McCown. Over the first two years of his career, Shepard has shown the ability to step-up and be the focal point of a passing attack, though he doesn't need to be with Odell Beckham Jr. on the field. To know that he has that ability is a bonus, though, as Beckham Jr. has dealt with injuries throughout his career. Pat Shurmur did wonders for Adam Thielen's career while working out of the slot, which is where Shepard has played over 80 percent of his snaps the last two years. He's going to give you WR4 production regardless, but has upside for much more.

I've gotta be honest folks, it took me nearly 12 games last season to finally buy into our guy Robby as a consistent producer in the Jets' offense. With blazing speed and good route running, Anderson was sent on bomb and deep slant routes serving in a Tyreek Hill-esque deep threat role, while sometimes serving as the go-to receiver on 3rd down for the Jets' Josh McCown led offense. Although the Jets do return Quincy Enunwa to the mix, and added Terrell Pryor in the offseason, Anderson still profiles out to receive the lion's share of deep chucks from McCown, while possibly seeing a slight dip in targets, situating him firmly at the tail end of Tier 3 at #25.

Anderson's felony charges were dropped, which should keep him from any long-term suspension. He also gets Josh McCown back, with whom he had a strong connection with last season.I like Shepard's ability, but the return of Odell Beckham Jr. and the addition of Saquon Barkley, who should get a big chunk of targets, will likely lower Shepard's upside.

One of the trickiest players to rank, Anderson could still receive a suspension because of a January arrest. Also an on-field enigma, he ended the season by recording 120 receiving yards in four games after compiling 490 yards and five TDs in the previous five contests. Anyone drafting Anderson should thus root for Josh McCown to win and keep the job, as his season-ending hand injury occurred right as the wideout started to fade in Week 14. He's an ultimate boom-or-bust pick. While his TD tally cratered from eight to two, Shepard submitted a 70.2 catch % (59-of-84) and 66.4 YPG in 11 second-year contests. He also packed over half of his yardage in three 130+ outings, and those days with double-digit targets will be rarer with Odell Beckham Jr. and Saquon Barkley sharing the field. Yet one of his backers is Eli Manning, who said the 24-year-old is "primed for a big year." A happy blend of last year's volume (when healthy) and 2016's red-zone efficacy will validate that assessment. At least start Shepard against the Eagles, whom he has torched for 383 yards and four touchdowns in as many meetings.

The Temple product racked up 942 receiving yards and 7 TDs, establishing himself as a bona fide deep threat. Anderson is expected to miss 2 to 4 games but he will be worth drafting anyways considering the state of the Jets' receiver core and the way Anderson performed over the second half of last season. From the moment he returns, Anderson is startable each and every week.If you pro-rate Shepard's numbers last year to a full 16 games, we would have been a fringe WR3 just like his rookie season. Now that Barkley is part of the offense, his targets could drop off even more, leaving him as a mid-end WR4 unless anyone above him gets injured.
