This has been expected for weeks, but it is final confirmation that Deshaun Watson will be on the Texans' roster but not play. The Texans are almost certainly going nowhere this year, so they'll likely want to get a look at Davis Mills at some point in the future. But for all those holding Watson on their rosters, it looks like the Texans are indeed following through on their plan to not play him.
