Can Jason McCourty become an elite CB?

ESPN.com writer Paul Kuharsky reports Jason McCourty could be poised for a breakout year. Kuharsky explains how McCourty faired well against some elite WRs last season, and was close to making a few big plays. (ESPN)
Fantasy Impact:
There can be a case made for McCourty as a breadout candidate. Yet, I believe he has established himself as a good but not great NFL starter, and I don't see any evidence proving why that would suddenly change. His fantasy value remains low in IDP leagues. He should only be considered as a streaming option when the Titans face a weak opponent.
