The Raiders are planning on sitting many of their players in their final preseason game against San Francisco, and O'Connell is one of them. He just lost the starting QB job to Gardner Minshew II, but now with that situation resolved, Las Vegas has no reason to play the young quarterback and subject him to a possible injury in their preseason finale.
