Colin Kaepernick to start when he's fully healthy?

Chip Kelly told the media that Colin Kaepernick is the team's backup quarterback, he doesn't "think he's 100% right now, so that's why he's our number two." (49ers on Twitter)
Fantasy Impact:
So if Kaepernick was healthy, would he be the starter? That's what it sounds like to us. Who knows when/if Kap will be 100%, but we all know he offers much more upside than Blaine "Plain" Gabbert.
