There was just one tight end in all of football who finished all 16 games with at least 7.0 PPR points. It was Waller. Not only that, but he also offered a ceiling, hitting 16-plus points on five separate occasions. The issue with relying on that again is the new competition for targets. As much as we don't want to consider Jason Witten a threat, he's going to steal some targets. Not just him, but Henry Ruggs, Lynn Bowden, and Bryan Edwards are all guys who'll demand some sort of target share. I still view Waller as a top-five tight end, though he's teetering there.When it comes to tight ends, it's all about targets. Going back to 2009, there have been just 11 tight ends who've finished top-10 without seeing a minimum of 80 targets, which might be difficult for Hooper to come by with his new team. Not only do they have Odell Beckham, Jarvis Landry, Nick Chubb, and Kareem Hunt, but Hooper is now part of a crowded tight end room with David Njoku and Harrison Bryant (who they drafted in the fourth round). Kevin Stefanski's offense in Minnesota did run a lot of 2TE sets, but their top three tight ends combined for just 105 targets, and none had more than 48 targets.

Waller should be the fifth tight end off the board, but fantasy managers should temper their expectations a bit. The Raiders added Jason Witten, Henry Ruggs, Lynn Bowden, and Bryan Edwards, so there will be plenty of more competition for targets. Also, remember, last season, the Raiders assumed they'd have Antonio Brown and then had to coordinate a new offensive gameplan on the fly. With their new additions, the Raiders have had months to figure out how to involve them in their offense, so Waller's usage and target share should likely decrease. Again, he should be the fifth tight end off the board, but he might not be worth the draft capital you'll need to spend to acquire him given the later options available at the position.Hooper was having a borderline dominant fantasy season halfway through the year before an injury brought his production down significantly. Cleveland was hardly the expected or desired destination for Hooper from a fantasy point of view, considering he'll need to compete with a ton of mouths for targets. But, at least Hooper will be on the field non-stop, as Kevin Stefanski runs plenty of two-tight end sets, and Baker Mayfield has thrown 35% of his career touchdown passes to tight ends. Hooper can be considered a startable option in most leagues, but a low-end one.

Waller was one of last year's breakout stars and he helped propel several rosters to fantasy football championships. Now, his price tag has certainly gone up and you're betting on that production repeating this season. Waller certainly has more competition for targets so he could see his total from last year drop down, but he absolutely could make up for it with an increase in touchdown production. Waller's a fine selection in the mid-rounds, but he may not possess as high of a ceiling as he did last year.While Hooper is one of the more talented TEs in the NFL, he's in an offense that isn't exactly going to maximize his skills from a fantasy perspective. He's going to be asked to stay in and block quite a bit and this offense should be one of the more run-heavy units in the league. Hooper's a fine dart throw in the later rounds, but it's unlikely that he finishes anywhere close to the top-5 when it's all said and done.

Darren Waller pulled off an incredible feat. After totalling 178 yards in his three previous seasons combined, he pulled off a 1145 yard TE3 finish despite just three TDs. That incredible performance was boosted by a terrible defence that left Derek Carr desperately throwing and a total lack of competition with hobbling Tyrell Williams and rookie Hunter Renfrow the only other notable receiving options. It's very hard to see Waller pulling of anything similar though, as the arrival of Henry Ruggs, Bryan Edwards, Lynn Bowden, Devontae Booker, Nelson Agholor and a healthier Tyrell Williams make the Raiders suddenly very crowded for pass catchers. Waller should still be a major focal point in the Vegas passing game but his weekly floor has certainly taken a hit. Drafting Waller, you're hoping for some major TD regression and a step up in quality that forces Carr to keep feeding him the ball. It's not out of the question but it makes it hard to trust him in the first five rounds and locks him in as a major bust candidate.Austin Hooper was a surprise fantasy stud in 2019 and he now makes the move to Cleveland. While he'll no doubt play a big role in the new Stefanski game plan, given how run-heavy the Browns will be in 2020, it's fair to assume he'll add a lot of value with his blocking and that's not what fantasy players want to see. While Baker Mayfield did use David Njoku quite heavily in 2018, he now has two sensational receivers and that will make it hard for Hooper to gain the target volume to be start-worthy on a weekly basis. He profiles as a match-up specific streamer who starts things off against the Ravens. You really can't make him your only tight end and that means he shouldn't be going until double digit rounds and that's very much not the case. He's a pass for me.

Slightly worried about his involvement when additional weapons arrive but that's a future worry. Took advantage of his opportunities in 2019.Targets to the Vikings TEs under Stefanski in 2019 - 95. Irv and Rudolph split those evenly. Targets to the TEs with Baker in 2019 - 59 between 3 guys. This might be a mess. Do we believe Hooper funnels al of those, how many does "those" mean? 60? 70? We know what the Vikings game plan was under Stefanski, run, run, run. And we know the offseason moves point towards trying to do the same thing here. For me, this worry is at least enough to knock Hooper down a few spots from his ADP and take his replacement in ATL, at his price, instead.

Waller had 1,150 yards from scrimmage and 3 touchdowns, he established himself as the top playmaker in the Raiders passing game and he should have another big season in 2020.Hooper had a big season with 787 yards receiving and 6 receiving touchdowns and he would have been even better if he had not missed 3 games and 6 starts due to injury. Hooper should be TE1 again in 2019, but it remains to been seen if he can thrive with his new home being Cleveland.
