We have to see over 30+ TDs to consider Luck elite. Reggie Wayne returns and we should finally see Luck break over 30 TDs.
Romo has a number of players to target in 2014 and if he can remain healthy he has amazing upside. He does carry an injury risk, but with the Dallas defense hurting you should expect Romo to be throwing the ball a ton this year.

I think the perception around fantasy circles was that Andrew Luck had a disappointing season, he actually finished fourth among fantasy quarterbacks and I think he could have a breakout season in his third year against the easiest schedule in the NFL based on last year's record. The biggest concern is whether offensive coordinator Pep Hamilton will do a better job of calling the game to allow Luck to have monster games more consistently.
Romo is a slam-dunk to finish in the Top 10 among fantasy quarterbacks when he is healthy and I see no reason why he cannot do that in 2014. Most of the key losses for the Cowboys have been on defense, so there will be a ton of pressure for the Cowboys offense to score points this year. The one question mark is his back holding up over the course of a 16-game season.

If Luck could partner up with a head coach like Sean Peyton, he would be a top 3 fantasy QB. As it is, the Colts love to run the ball, and don't look to put up big numbers, meaning you shouldn't reach too early for Luck on draft day
A lackluster defense should ensure that Tony Romo is a gunslinger in 2014, which is just what fantasy owners want to hear. He is often one of the most overlooked QB's on draft day, and can be had at an excellent price

This is the next tier according to fantasy football standards and one where you lose the monstrous numbers of the “Big 4?. With another year of development under his belt, Luck continues to grow as an offensive mastermind. OC Pep “Stubborn” Hamilton and his run-first attack kept Luck from over-performing last season. Enter Rob Chudzinski “personal assistant to the Head Coach.” Pagano hired Chud in hopes to influence less of a run game in the Indi offense, as well as his outstanding QB production. Lets not forget Chud is an aggressive aerial attack type of commander who groomed a Pro Bowl berth out of Derek Anderson in Cleveland and a massive record setting rookie year with Cam Newton in Carolina. With the addition of Hackeem Nicks and a healthy Dwayne Allen, Luck’s 2014 Fantasy Potential is mammoth. Luck has averaged 598 Passing Attempts per season and is a generational talent, just not quite in the Tier 1 category on a fantasy football perspective, yet. We said YET!
Just like Matt Ryan and Atlanta you can expect a lot of shootouts this season due to a horrendous Dallas Defense. This offseason the Cowboys went out and snatched up former Detroit Offensive Coordinator, Scott Linehan. Linehan is a pass-happy OC that is used to working with Top WR’s (Calvin/Moss) which is perfect for Dez Bryant. The past 3 season under OC Lineham, Matt Stafford averaged 42.7 Passing Attempts per game; expect an up-tick in Romo’s 33.4 Pass Attempts last season. Romo will be among the league leaders in Pass Attempts and Yards surrounded by lethal weapons which makes him a darkhourse at the possibility of a Top 5 Fantasy QB.

Pep Hamilton doesn't like your fake football team and would rather run the ball than let his top QB throw it, but the Colts defense might not be on board with that plan. I think Luck will have to air it out more than Pep would like.
He'll be on most of my teams unless a top QB falls pretty far. I love that Scot Linehan will be calling the plays and that the Cowboys have no defense. It may not be pretty, but Romo will put up numbers on the quantity of attempts this year.

Hakeem Nicks was added to an already solid receiving group giving the young quarterback a full-stable of capable hands. While Luck didn't have the greatest of statistical seasons last year, putting up a total of 4,300+ yards and 27 touchdowns, he did cut his interceptions in half and will be leaned on heavier this season to carry the Colts' offense. Coming off a second-straight off season in which he has had back surgery, Romo claims that he is healthier than he has felt in a few years. But the Cowboys have a pretty tough schedule. Don't expect much more than lower-end QB1 numbers in 12-team formats.
