Nelson has posted two 1,200-yard seasons and scored 30 touchdowns over the last three seasons. There is no longer any doubt that Nelson is the Packers’ top receiver, and he proved it in a year where he didn’t catch passes from quarterback Aaron Rodgers for the better part of eight games. Nelson’s coming off a season with career-highs in receptions (85) and yardage (1,314), numbers that arguably would have been higher had Rodgers stayed healthy. Without Rodgers last year Nelson averaged 63.0 yards per game with one score. With Rodgers those numbers ballooned to 101.3 yards per game and seven scores. The Packers will have their star quarterback healthy and ready to go this season, which should mean big things for Nelson, who will be in a contract year in 2014.
As he heads into the final season of his rookie contract, the 2011 fourth-round pick is looking to have a bounce back season. Even though the Jaguars drafted Blake Bortles with the third-overall pick in the 2014 NFL Draft, they are wanting quarterback Chad Henne to start all 16 games. Shorts actually has his best games when Henne is throwing him the passes. He broke out in 2012 producing 55 receptions, 44 from Henne in 9 starts (all Henne starts). He finished 2012 with 979 yards and 7 touchdowns including 4 touchdowns in the last 6 games. With Justin Blackmon suspended indefinitely for multiple violations of the league’s substance abuse policy, Shorts becomes Henne’s top target.

Chet Gresham
The Fake Football
Nelson put up great numbers when Rodgers was healthy last season, ranking as the second best WR through the first 7 games. With a healthy Rodgers his ceiling remains top-5 easily.
His injury tendencies are scary, but his ability isn't. He is a high upside receiver as the only tested wide receiver on the Jaguars and Chad Henne has no qualms about testing the secondary deep.

Brandon Funston
Yahoo! Sports
2nd-most WR targets in W1 (14) as GB kept him away from SEA CB Sherman; Good chance for 1st TD vs. beatable NYJ secondary in W2

James Hatfield
Hatty Waiver Wire Guru
Randall Cobb's return will hurt Nelson's upside. He is a solid WR, but with a bit more capped upside he isn't a top 10 WR for 2014.
Henne loves to throw to Shorts and Shorts is a solid WR selection for 2014.

Addison Witt
Fantasy Team Advice
Nelson understandably struggled last season while Aaron Rodgers was out, but he still managed to finish as the 11th best fantasy receiver. As long as Rodgers stays healthy, Nelson is a essentially a lock for an outstanding season. He is Rodgers' favorite redzone target, and has more chemistry with Rodgers than any of the other Packers receivers.

Jeff Boggis
Fantasy Football Empire
After 15 receiving TDs in 2011, Nelson has a total of 15 TDs 2012 and 2103 combined. In 2013, Nelson had career highs with 85 receptions, 1,314 receiving yards, 82.1 yards per page, and 5 games with 100+ receiving yards. Beneficiary of a health Aaron Rodgers this season.

Tozzi Brothers
Legion Report
The Packers let Greg Jennings and James Jones go, but kept Nelson. Nelson deserves it, but it also shows how much they value the very talented Nelson in their receiving game. Nelson is a big reason why we have Rodgers ranked as the number 1 QB this season. GB’s schedule this year for Fantasy WR’s couldn’t get too much better – the Packers play 10 teams that ranked 18th or lower against Fantasy WR’s last season. This includes Detroit twice who ranked 30th in the NFL against WR’s giving up an average of 25.8 points per game and Minnesota twice who ranked 31st in the NFL against Fantasy WR’s giving up an average of 26.4 points per game to Fantasy WR’s. Along with this, the Packers still want a fast-paced high volume offense. The Nelson/Rodgers duo is still at the peak of its game – we value Nelson over Cobb in 2014.
Shorts suffered a Grade 2 Hamstring injury which will sideline him “multiple weeks” with the potential of missing Pre-Season Games. Shorts has fell victim to numerous injuries in Jacksonville as he sat out most of the offseason with calf and hamstring issues while also undergoing groin surgery in December. Entering the final year of his rookie contract, a fully healthy Shorts could be a steal in late rounds of Fantasy Drafts, especially with Justin Blackmon gone. Keep note on his health, as this plays a major factor for the only proven receiver in Jacksonville.

Smitty
Fantasy Football Starters
Always underrated, even admittedly by me. He can be a low end fantasy WR1, yet can be had as a third-drafted player.

Pat Fitzmaurice
The Football Girl
Has flypaper hands and a great QB -- a golden combination.
Productive when healthy, but he's often dinged.

Kevin Roberts
Breaking Football
Jordy is a machine and vastly underrated. Easily a top-10 option provided he stays healthy.
No Blackmon means #1 role to start, giving him solid WR2 potential.

Sablich Brothers
The New York Times
Averaging 1288 yards, 76.5 grabs, and 7 TDs the last two full seasons he has turned in.
Henne and Shorts had a solid garbage time connection in 2013, does that excite you?.

Derek Lofland
Fantasy Football Maniax
If QB Aaron Rodgers stays healthy, Nelson should approach the Top 5 fantasy receivers. Despite playing half of the 2013 season with Rodgers, he finished with 85 receptions for 1,314 yards and eight receiving touchdowns. Nelson recently signed a four-year contract extension, he should be a big part of the Packer passing game for years to come.

Raju Byfield
Win My Fantasy League
Seems destined for WR1 numbers in his potential last season with Rodgers
Solid flex2 option but Robinson will take job on the outside relegating Shorts to slot role which he is more suited for
