Fantasy Football Risers & Fallers: Devy Leagues (Week 13)

Week 13 of the college football season delivered high-stakes matchups, shocking upsets and standout performances from players across the country. In this weekly breakdown, we examine the aftermath of the weekend’s action, spotlighting the biggest devy fantasy football risers and fallers in the college football landscape.

Created by Scott Fish in the 1990s, the devy format is rapidly gaining traction as one of the most exciting formats in fantasy football. Often described as a “dynasty league on steroids,” devy fantasy football allows managers to draft and stash college players well before they declare for the NFL Draft.

The devy format demands deeper research and sharper projections than a traditional dynasty league, but we’re here to help you navigate it every step of the way. Each week, we’ll highlight the most significant value shifts based on NCAA action and what it means moving forward.

When we talk about risers, we’re referring to players whose value has climbed due to strong on-field performance. For fallers, the picture is more complex. Injuries, reduced playing time and other situational factors can all contribute to a drop in perceived value.

Devy Fantasy Football Risers & Fallers

Devy Risers

Justin Joly (TE – NC State)

Justin Joly’s breakout year continued in Week 13 against Florida State, finishing with five catches for 66 yards and the game‑sealing touchdown under the Friday night lights. That effort pushed his season totals to 42 receptions, 438 yards and six scores, cementing his role as one of NC State’s most dependable playmakers.

While Oregon’s Kenyon Sadiq is widely viewed as the consensus TE1 in the 2026 NFL Draft, Joly has played his way into the TE2 conversation. His dependable hands, route polish and red‑zone impact are traits scouts and NFL general managers will covet at the next level.

Raleek Brown (RB – Arizona State)

In Week 13, Raleek Brown exploded for 255 yards against Colorado, delivering one of the best single‑game rushing performances in school history. The USC transfer has boosted his devy stock at Arizona State, flashing the explosive traits that once made him a coveted recruit.

Brown is currently viewed as a future day‑three pick, but his talent and versatility give him a path to carving out an NFL role. With over 1,000 rushing yards and steady receiving production, he has shown the dual‑threat traits that translate to the next level.

Devy Fallers

Ryan Williams (WR – Alabama)

Ryan Williams entered the season as the consensus WR2 in devy fantasy football rankings behind Ohio State’s Jeremiah Smith, but his sophomore campaign has fallen short of expectations. After a standout freshman year, he’s managed just 39 receptions for 573 yards and four touchdowns this season, with drops and missed opportunities limiting his impact.

Williams still flashes the speed, separation ability and ball skills that made him a coveted devy asset. However, lapses in concentration and uneven execution have cooled his stock, opening the door for more consistent players to leapfrog him in value.

Deion Burks (WR – Oklahoma)

Oklahoma wide receiver Deion Burks started fast this season, but the production stalled just as quickly. He posted 189 of his 452 receiving yards and both of his touchdowns in the first two weeks, creating early optimism that he might emerge as a consistent playmaker. Since then, however, Burks has failed to recapture that spark, leaving devy managers frustrated with the lack of sustained impact.

Burks has not topped 65 receiving yards in a game since September, as his production has tapered off. That kind of stagnation is concerning because it suggests he is not developing into the type of player who can command volume or consistently threaten defenses.

For devy purposes, the plateau in output makes it difficult to project him as more than a depth piece in this upcoming draft class. While the traits that flashed early in the season remain intriguing, the inability to build on that momentum has cast doubt on his long-term trajectory.
