Foltynewicz's career has taken a nosedive since his breakout 2018 season in Atlanta when he registered a 2.85 ERA over 183.0 innings. The Braves released him after just one start in 2020, though. He recently threw for scouts in a showcase and apparently pitched well enough to interest the Rangers. This would be a low risk signing for the rebuilding Rangers but you should still avoid drafting the right-hander until we see how he performs in spring training.
