Woods wasn't going to start in many fantasy lineups in Week 3 anyway. San Diego hasn't allowed more than 35 yards to a team's second-leading receiver so far, so if the Bills favor Sammy Watkins again, they're very unlikely to have a second receiver worth a fantasy start.
