No surprise here. Gore is one of the oldest running backs in the league, so the Dolphins would be wise to limit any unnecessary wear and tear on him. It's unclear how Gore will be used, but given his performances the last few years, it's safe to say he won't have much upside for fantasy football. He might get a consistent flex output at best, but it's hard to imagine a scenario where it's desirable to start Gore this season.
