No surprise here. Despite James Washington's presence as well as the drafting of Dionte Johnson, Moncrief, who was signed as a free agent this offseason, has the inside track to be the starter opposite JuJu Smith-Schuster. While Moncrief has flashed at times in his career, he has never really put together a splash season, which could change in 2019 with the Steelers and Ben Roethlisberger if he can stay on the field and healthy.
