Josh Jacobs to be 'more on the field on third down' this year?

Jacobs said the other week that his goal is to catch 60 passes this season. The Raiders certainly didn't use him as a pass-catcher during his rookie campaign, feeding their first-round pick just 27 targets in 13 games. Additionally, the team re-signed Jalen Richard, brought in Devontae Booker, and just signed Theo Riddick. Gruden has talked up wanting to get Jacobs more involved on passing downs, but so far the team's actions haven't matched that sentiment.
