Cam Hart not fully cleared from torn labrum

Cam Hart is not yet fully cleared to return after getting surgery for a torn labrum in January.
Fantasy Impact:
Hart appeared in 14 games as a rookie last season, starting in six of them. He won't participate in OTAs, but could be cleared by training camp.
