He was claimed off waivers by the Redskins and quickly placed on the Commissioner’s Exempt list. It was his second arrest on domestic violence accusations in less than a year. Charges were dropped from the earlier arrest when the accuser testified under oath that she fabricated the accusation. That was the same woman who accused him in this most recent incident which, as Foster’s agent told TMZ, may have played a role in these most recent charges being dismissed, citing “issues with the witness’ credibility.” Despite the lack of criminal charges, Foster could still face disciplinary action from the NFL. League spokesman Brian McCarthy said "We are monitoring all developments in the matter which continues to be under review by the league," via Ian Rapoport of NFL Media. As for now, Foster will remain on the Commissioner’s Exempt list until further notice.

Shortly after he was awarded to the Redskins off waivers, Foster was placed on the Commissioner Exempt list. According to the league’s personal conduct policy (via Ian Rapoport on Twitter), a player on the Commissioner Exempt List may not practice or attend games, but may be present at the club’s facility on a reasonable basis for meetings, individual workouts, therapy and rehabilitation, and other permitted non-football activities if permitted by the team. Redskins Senior V.P. of Player Personnel Doug Williams said in a statement: “Reuben will have to go through numerous steps including the full legal process, an investigation and potential discipline from the NFL, as well as meetings with counselors associated with the team before he will ever have the opportunity to wear the burgundy and gold as a player.” Foster will receive his normal salary while on the Commissioner Exempt List.
