Palmer was added to the injury report on Thursday thanks to a hip injury, and he will officially carry a questionable tag heading into the weekend. Mike Evans (hamstring/calf) will be active for the Buccaneers, so fantasy managers shouldn't put much weight into Palmer's status against the Raiders.
