Brian Hoyer clears concussion protocol

As confirmed by Texans coach Bill O'Brien on ESPN's NFL Insiders, Brian Hoyer has passed the NFL's concussion protocol and will start Week 12 for the Texans against the Saints. (Adam Schefter on Twitter)
Fantasy Impact:
Brian Hoyer is typically a mid-range QB2 option for fantasy purposes. However, the Texans Week 12 matchup is against the Saints who have not been able to stop anyone, not even Kirk Cousins. Hoyer can be considered more of a low-end to mid-range QB1, and has a sky high ceiling.
