Let’s look at six high-upside dynasty rookie draft lottery ticket targets outside the top 12 of the FantasyPros dynasty rookie rankings.

Everyone would love to win the lottery. Unfortunately, the odds of winning are one in 300 million. However, the odds of hitting on a lottery ticket or boom-or-bust player in your dynasty rookie draft are significantly higher.

Luther Burden III (WR – CHI)

Burden is the ultimate double-edged sword player from the rookie class. The former Missouri star had a disappointing 2024 season after breaking out in 2023. Furthermore, he landed in a fantasy-friendly Ben Johnson offense. Burden could fill the Amon-Ra St. Brown role in the offense, potentially being Chicago’s top wide receiver as a rookie. However, he joins a crowded receiving core. DJ Moore got a massive extension last offseason, Rome Odunze was a top-10 pick last year, and Colston Loveland was the team’s top draft selection.

Kyle Williams (WR – NE)

New England arguably had the worst receiving core in the NFL last year. Yet, they only added Stefon Diggs, coming off a torn ACL, and Mack Hollins before the draft. Furthermore, Williams was the only receiver the team selected. While Diggs should be the team’s No. 1 option in 2025, the veteran could get cut after the upcoming season. Therefore, Williams has a pathway to starting. However, the Patriots spent two picks on wide receivers in 2024. New England also doesn’t have the best track record at developing wide receivers.

Bhayshul Tuten (RB – JAC)

Many have called Tuten this year’s Bucky Irving for multiple reasons. Both running backs have similar play styles and skills. Furthermore, Tuten will play in the same Liam Coen offense that Irving thrived in last season. However, Irving had a clearer pathway to the starting role. While Travis Etienne Jr. had a disappointing 2024 season, he was a fantasy star earlier in his career. Meanwhile, Tank Bigsby had some solid performances last year. While he could be the 2025 version of Irving, Tuten could also be the next Jaylen Wright.

Jaydon Blue (RB – DAL)

The Cowboys signed Javonte Williams and Miles Sanders in free agency. Yet, many expected Dallas to spend a Day 2 pick on a running back. However, the team waited until the fifth round to select Blue. The former Longhorns star played a massive role on the ground and in the passing game for Texas last season. Could Blue be the next De’Von Achane, an explosive dual-threat playmaker with two older veterans ahead of him on the depth chart, or another Day 3 bust who can’t get on the field?

Jalen Milroe (QB – SEA)

Fantasy players know quarterbacks who can run are worth their weight in gold. While Milroe is an elite rushing quarterback, the former Alabama star struggles as a passer. Unfortunately, that kept him from being a first-round pick in the NFL Draft. Yet, Milroe has a pathway to start this upcoming season or in 2026. The Seahawks signed Sam Darnold in free agency, but the team can get out of his contract after this year. Milroe is the ultimate boom-or-bust pick. However, his upside could be league-changing for fantasy players.

Quinn Ewers (QB – MIA)

Unfortunately, Ewers fell until the seventh round of the NFL Draft. However, he landed in a sneaky good spot for his fantasy value. Tua Tagovailoa has struggled with injuries in his career, including missing six games last year. While Miami added Zach Wilson in free agency, the veteran hasn’t played well as a starter. Meanwhile, the former Texas star will likely never become a fantasy-relevant option. Yet, don’t be surprised if Mike McDaniel turns Ewers into the next Brock Purdy if Tagovailoa continues to miss time with injuries.
