One of my favorite draft strategies for fantasy football is to wait on quarterback, take two of them, and play matchups for the entire NFL season.
The idea here is to have a minimal investment at quarterback while stacking the rest of your team. If you do that effectively, you can come up with 20+ fantasy PPG production, which is near the elite tier.
It’s important to combine a boom-or-bust QB with a high upside, along with a high-floor option that has a track record. For this strategy, we’ll focus on quarterbacks who are available outside of the top 12 at their position. With that in mind, find out my favorite combos for the quarterback committee strategy this season.

High Upside Boom-or-Bust Quarterbacks
Drake Maye (QB – NE)
Drake Maye is one of the most popular breakout targets this season, and it’s for good reason. This is a touted prospect with a significant rushing upside, especially since the team barely called designed runs for him last season. With improvements in team context, including at playcaller with Josh McDaniels, we could see Maye take a major leap in Year 2. Veteran wideout Stefon Diggs could be exactly the veteran target Maye needs to take his game to the next level.
Caleb Williams (QB – CHI)
Caleb Williams was a bit disappointing in his rookie season, but he still showed high spike week potential, including a handful of 20+ fantasy point games. Now with Ben Johnson calling plays, there’s a good chance that Williams can start to show why he was a consensus No. 1 pick in the 2024 NFL Draft. Add in a stacked group of pass-catchers headlined by DJ Moore and Rome Odunze, and you have the recipe for a breakout.
J.J. McCarthy (QB – MIN)
J.J. McCarthy got to sit for a year and learn from one of the brightest quarterback minds in the NFL, Kevin O’Connell. We’ve seen the Vikings’ head coach get the best out of Sam Darnold and Kirk Cousins through his time leading the team. I’m betting that the same happens with McCarthy. It’s a stacked supporting cast with Justin Jefferson, Jordan Addison, and T.J. Hockenson-exactly the type of soft landing spot you need for a first-year starter.
Proven High-Floor Quarterbacks
Justin Herbert (QB – LAC)
Justin Herbert has delivered elite fantasy production in the past. The film still jumps off the tape, as this is a mobile quarterback with a cannon for an arm. The issue is that head coach Jim Harbaugh loves to go with a run-heavy offense, but we saw some signs of the Chargers airing it out at times last year. With an improved group of wide receivers and at running back, Herbert can deliver some spike weeks for you this season, making him an ideal pairing with a boom-or-bust option listed above.
Jared Goff (QB – DET)
Jared Goff always falls late in fantasy drafts because he’s a pocket passer with zero mobility. But he’s exactly the type of veteran quarterback in a terrific situation that you want to pair with one of your boom-or-bust targets. What’s great about Goff is that it’s so easy to play matchups with him. Simply start him at home games, where the Lions are able to pour on points. I wouldn’t worry too much about Ben Johnson’s departure, since the Lions are stacked across the board.
Jordan Love (QB – GB)
Jordan Love is one year removed from a QB5 finish in fantasy points per game. Last year was a disappointment because Love played through injuries, so the Packers went with an extremely run-heavy offense. Now that Love is healthy, we could see him get back on track. It also helps that first-round rookie wideout Matthew Golden has had a terrific camp, giving Love an improved group of pass-catchers.
