Mark Sanchez a top tier backup?

Mark Sanchez is the second best backup QB in the league, according to John Clayton. Clayton points to Sanchez's 37-33 career winning record, and also the fact that in games in Chip Kelly's offense Sanchez averages more than 30 points per game. (ESPN)
Fantasy Impact:
While Sanchez is of undoubted quality as a backup, there is still a strong chance that he'll actually be the Eagles' Week 1 starter. Sam Bradford's training camp battle seems to be with his own fitness, rather than against Sanchez. Should he win this battle, all evidence indicates that he will start, but Sanchez will, in the words of Abraham Lincoln, study and get ready, and perhaps his chance will come.
